Licensing observed the following: - A metal wire mesh covering located in the backyard corner attached to the house, is loose and exposing metal ends that are sharp to touch. - A plastic pail bucket in the backyard used for play, is broken, and plastic edges could be sharp. - A reminder that still water should be emptied from areas that may pool due to heavy rain over the winter season. - A reminder to keep child gates closed at the staircase.

    Observation. Licensing observed the following: * A wooden child sized chair at the snack table is unstable due to a loose screw. this item is no longer in good repair. * Toilet paper holder is broken. This item is no longer in good repair. * Bathroom sink is clogged, and unable to drain properly. This item is no longer in good repair.

    Observation. Licensing observed the following: - Paper towel stored on a high shelving in the washroom, however, none was available at children's height to wipe hands. - Bleach water is used for sanitizing. Manager informs that soap cleaner is stored in the kitchen cabinet and used for bathroom also. This can cause potential cross contamination. - Dry paint within the kitchen sink poses hygiene concerns for dishes placed inside. Manager informed that they remove the dishes and wash them downstairs in the dishwasher. Kitchen sink is used mainly for children to wash hands. - Heat radiator in the room at the front of the house is warm to touch. Paper was placed on top of the radiator which can be a hazard. Manager removed the paper, and plans to place a gate around the radiator. This item was corrected during the inspection.

Manager informed that the climber is planned to be removed as they have purchased a new piece of equipment for that space.

    Observation. *During a 15 minute period of time that CCFL was on site for the inspection, a child was observed playing alone in the middle room. The educator was in the front room with the remainder of the children but did not visually or audibly check in with the child in the middle room.

    Observation. *CCFL observed the bathroom sink was plugged and 1/2 full of stagnant water. The manager said the sink was plugged some time ago with some toys and children were currently washing hands in the kitchen sink. *There were no paper towels or soap available for handwashing in either the bathroom or the kitchen.

    There is a diaper changing area that is adjacent to a wash basin, that is located away from the food preparation area, and that has a covered container for soiled clothing. [CCLR Sec. 14(4)]

    Observation. *The manager reports diapers are changed on one of the sleeping cots placed on the bathroom floor. It is unhygienic to change diapers in this manner. *There is no covered container for garbage, used diapers or soiled clothing.

    Observation. *The kitchen sinks are being used both as an art and hand sink; A layer of dried paint and grime was observed in the kitchen sinks making it unhygienic for handwashing. *CCFL observed the children's lunches stored without ice packs on a shelf in front of a warm radiator in the kitchen. This poses a risk of food poisoning.

    Observation. *A small wooden climber in the back room was observed to be quite unstable when gently pushed; in addition this climber had several ropes hanging down to hold various pieces of equipment such as 2 Olympic loops, a swing and rope ladders. This item is hazardous due to it's unstable condition and the ropes that are hanging down. This item poses a high risk of entanglement and collapse. *A busy board was observed to have a long telephone cord and bungy attached. This poses risk of entanglement. *A broken play kitchen stove top was observed in the backyard. *A small wooden platform in the backyard has a broken plank. *An A frame was observed to be sitting precariously on a piece of plywood on top of the slide. This set up is unstable and located in an area where a child may get hurt if they fall from the A frame.

    Observation. *CCFL observed a loose and unsecured cord hanging down from a camera on the window sill in the back room. This poses the possibility of entanglement.

    Observation. *A white metal gate from the backyard leading down the side of the house towards the street is not adequately secured. The knob is at children's level and is easy to turn which creates the possibility of a child leaving the backyard unnoticed. *There are several tires that have been placed in the large sandbox as a place for children to climb. The sand around the tires has diminished and CCFL observed many gaps and entrapment hazards in between. *The wooden safety gates placed at the back door and at the top and bottom of the back stairs no longer function. CCFL observed the wood has swelled from moisture and they are no longer able to easily slide open or closed. *While on site CCFL observed a parent leaving the back gate open twice. In discussion with the Manager it was learned that this is a common occurrence.
