Observation. The fire extinguishers have not been inspected and tested annually by an authorized fire protection professional as required by BC fire Code Section 6.2. The annual service date was March 7, 2026. Licensing was informed by the manager that they had already send a request to maintenance.

Observation. A significant amount of construction work has occurred in the program's outside play space. This work was done without prior notification, review or clearance by Licensing.

The entire outdoor play area is enclosed and constructed in a manner that is suitable for the age and development of children, and ensures that children are free of harm. [CCLR Sec. 16(3)(a)(b)]
Observation. An inspection was conducted of the program's outside play space. New construction was observed in place by way of a wooden deck with built-in planters, a wooden deck that is part of the sand play area as well as various boards replaced on the climber. It appears that the work is complete. A discussion occurred with the Manager who informed that the work commenced late last week and was completed earlier this week. Licensing was informed that during construction, children were taken out into the neighbourhood on walks.

The facility, the furniture, equipment, fixtures and supplies are of sturdy and safe construction. They are easy to clean, and are clean and in good repair and free from hazards. [CCLR Sec. 13(2) and Sec. 15(1)(a)]
Observation. Licensing observed the following: The children's chair and couch upholstery with visible stains and crayon marks. The carpet in the sleep room showed stains and visible dirt. The gate to the children's washroom had a red stain. The diaper change mat had visible debris and dirt. Connecting toys and a ball on the floor by the easel in the main room posing a tripping hazard.

There is an established program to instruct children in, and to practise the rules of, health and hygiene. [CCLR Sec. 46(1)]
Observation. Licensing observed a toileting / diapering routine. An Educator was observed wearing a pair of disposable gloves while supporting a child through toileting, making a notation on the white board, dressing up, cleaning / disinfecting the diaper change mat - and then also helping another child pull their pull-up and pants on. After disinfecting the change mat, the gloves were removed and a new pair put on. No hand washing occurred between the changing of the gloves. The Educator spoke to the Licensing Officer about feeling nervous about being observed during the toileting / diapering routine. Licensing observed an Educator providing reading books to the children while they sat on the toilet. A review of this practice is important specific to the possibility of cross-contamination and the inability to clean paper books.

Observation. Licensing observed some children being guided to wash their hands prior to having their afternoon snack. However, a few children who had awoken from their nap went to the table to have snack without first washing hands. Licensing observed an Educator wear a pair of disposable gloves when changing a child's diaper. The Educator was observed applying cream to the child while wearing the same gloves. These observations were discussed with the Manager.

Observation. Licensing Officer observed the following: * Educators' purses / bags stored accessible to children - either in an under counter cupboard or in the parent room located off the cubby room; Licensing Officer inquired if this issue could be addressed during the inspection and was informed by the Manager that only the Educator whose items were located in the under counter cupboard had a key to lock it. Licensing Officer was also informed that the purse / bag stored in the parent room belonged to a practicum student and there was no other place to store the belongings. * under counter cupboard where a large first aid kit was stored also had sewing materials (sewing needle(s)) located accessible to children * bingo dabbers, commonly used for children's art projects were observed stored in an upper cupboard - the manufacturer's instruction provided indicated that they are to be kept out of the reach of children

A healthy and safe environment is provided at all times [CCLR Sec. 13(1)].
Observation. Fridge temperature = 30'F - good! Liquid hand soap and single-use hand towels are available at hand sinks. Unitab disinfectant is prepared on a daily basis; an all purpose cleaner is prepared and ready to be used. A hair brush was observed in a basket. Observed several hairs in the brush. Manager informed that this hair brush is used by Educators to freshen children up after rest / nap time.

Observation. Kitchen counter shows wear to its surface. Sealant around kitchen sink is no longer in place - food debris observed under lip of kitchen sink. The janitor's tub was clogged and maintenance person was trying to fix the situation. A child's toilet seat has a worn surface and therefore does not have a smooth washable surface. A dangling stereo cord was present in one of the small activity spaces. During the inspection, the Manager removed the cord to a high shelving unit.

Observation. Licensing Officer was informed that the emergency preparedness supplies were last reviewed sometime this last summer. On inspection, Licensing Officer observed that the drinking water expired in February 2021 and the food rations expired in August 2021.

Observation. As documented by staff, some injuries were not reported to parents immediately, rather parents were informed at the end of day during pick-up time. Documenting the time when parents are notified of children's injuries is good practice.

Implementation of the fire drill system is practiced at least once each month, and implementation of the emergency plan is practiced at least once each year. [CCLR Sec. 22(2)(b)(c)]
Observation. A record demonstrates that monthly fire drills are occurring. When discussing the annual emergency preparedness drill, Licensing Officer learned that staff practiced this drill after hours and during a staff meeting. Licensing Officer was also informed that no practice evacuation has occurred where children, staff and supplies relocate the indicated location as per the evacuation procedures.

Our son attended this location of VSOCC for about year and we were incredibly happy with the experience. The teachers were warm and nurturing and the school was very communicative, accommodating, and wonderful to be a part of. The environment was extremely nurturing and warm and the outdoor play area is great. We loved the school-provided lunches. We received regular updates from the teachers at pick up as well as through the app, we received photos and info about the kids’ activities. The only reason we left is because we moved to North Van. Highly recommend this daycare — 10/10! We felt very lucky to have our son here and wish we could have kept him there longer.
