    Observation. The fire extinguishers have not been inspected and tested annually by an authorized fire protection professional as required by BC fire Code Section 6.2. The annual service date was March 7, 2026. Licensing was informed by the manager that they had already send a request to maintenance.

    The entire outdoor play area is enclosed and constructed in a manner that is suitable for the age and development of children, and ensures that children are free of harm. [CCLR Sec. 16(3)(a)(b)]

    Observation. LO observed a child with their parent arriving and accessing the program's inside space via the outside play space. LO observed no construction equipment or materials present in the outside play space. No workers were present either. An inspection was conducted of the outside climbing structure, another wooden structure as well as the wooden pathway positioned between the main sand play area and a structure. It appears that the work is complete. A discussion occurred with the Manager who informed that the workers and equipment / materials were removed yesterday. The Manager informed that she was told by her supervisor that the children are permitted to play in the outside play space and did so yesterday afternoon. LO asked that information be provided to Licensing as to whether the construction work is complete at which time Licensing will inform if the children may resume playing in the outside play space.

    Observation. Licensing observed the following: A diaper changing mat in the washroom starting to rip in the corner with visible dirt and stains. Pieces of paper on the washroom floor Pooled water around the washroom sinks A soiled toilet A couch without a sitting pad and with visible stains on the upholstery at the back Pants, jackets, hoodies, shoes on the floor by the cubby area posing tripping hazards Carpets stained and with visible dirt

    Medications that staff have agreed to administer are readily accessible to staff and are administered in the correct dosage at the correct times. [CCLR Sec. 53(1)]

    Observation. An epi-pen was stored in one of two backpacks. During today's inspection, these backpacks were located in the cubby room, up high on hooks. There is no indication on the backpacks as to which one stores the epi-pen. Because an epi-pen is considered life-saving medication, it is important that it be present wherever the child is. The child who requires this epi-pen was outside for play while the backpack remained inside.

    Observation. Kitchen counter shows wear to its surface. Sealant around kitchen sink is no longer in place - food debris observed under lip of kitchen sink. The janitor's tub was clogged and maintenance person was trying to fix the situation.

    Observation. Observed standing water present near the sand play area.

    There is an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency. [CCLR Sec. 22(1)(b)]

    Observation. Licensing Officer was informed that the emergency preparedness supplies were last reviewed some time this last summer. On inspection, Licensing Officer observed that the drinking water expired in February 2021 and the food rations expired in August 2021.

    Parents or emergency contacts are immediately notified if a child is involved in, or may have been involved in, a reportable incident described in Schedule H or becomes ill or injured. [CCLR Sec. 55(1)(a)(b)]

    Observation. As documented by staff, some injuries were not reported to parents immediately, rather parents were informed at the end of the day during pick-up time. Documenting the time when parents are notified of children's injuries is good practice.

    Implementation of the fire drill system is practiced at least once each month, and implementation of the emergency plan is practiced at least once each year. [CCLR Sec. 22(2)(b)(c)]

    Observation. A record demonstrates that monthly fire drills are occurring. When discussing the annual emergency preparedness drill, Licensing Officer learned that staff practiced this drill after hours during a staff meeting. Licensing Officer was also informed that no practice evacuation has occurred where children, staff and supplies relocate to the indicated location as per the evacuation procedures.
