Observation. Licensing observed the following: - when transitioning to outdoor play time, 2 children were crying during the entire duration of transition. 1 staff was taking children downstairs while the other staff was getting the other children ready to go downstairs. One of the children that was crying was taken downstairs where he stopped crying however the other child continued to cry. This child continued to cry until he was taken downstairs at which time he stopped crying. - during outdoor time, 1 child was continuously crying for more than 5 minutes. Licensing observed 1 staff was holding the child's hand who is still crying and looking at other children. The staff and child stood around the playground until the child stopped crying on his own. It did not appear the children crying received guidance and support appropriate to the age and development of children.

Observation. Licensing observed the following during outdoor transition time: - staff A took 1 child downstairs while staff B was upstairs with 7 children. Staff A would leave the child downstairs alone at the bottom of the stairs and come upstairs to grab another child. This continued until staff A had 4 children downstairs. Staff B then took 1 child downstairs leaving the remaining 3 children upstairs alone. Staff B continued this until all children were downstairs.

Schedules rotate monthly where 1 staff starts at 8am and one staff starts at 8:30am. Every other month, during the first half hour of opening, a certified Infant/Toddler Educator is not present.

Observation. LO observed that the outdoor play equipment is in need of cleaning. LO observed that the sandbox did not have a cover. A cover is required to prevent animals, rodents etc. from having access to the sand and protecting children from harm due to contamination.
