    The facility, the furniture, equipment, fixtures and supplies are of sturdy and safe construction.  They are easy to clean, and are clean and in good repair and free from hazards. [CCLR Sec. 13(2) and Sec. 15(1)(a)]

    Observation. It was observed that the heating system in this space is not working. Many staff and children were wearing jackets, and stated that this is the norm for these rooms. It was discussed that space heaters are not an appropriate solution, a long term solution is required. LO is also concerned regarding the lack of storage which has led to equipment being left in the door way to the room (from the school) and staff putting their equipment against walls or in the corner as not to take away from useable space.

    Staff ratios and group sizes comply with Schedule E. [CCLR Sec. 34(2)(a)]

    Observation. The multipurpose room set up did not comply with maximum group size. Licensing observed a Kindergarten group in one corner of the room with 12 children in care and a Grade 3/4 group in an opposite corner of the room with 14 children in care. The two groups were partially separated by 6' high room dividers on wheels on one end and low cabinets on the other side. The partial separation did not meet the threshold of being two completely separate spaces and were considered as one space. The presence of 26 children in one space exceeds the maximum group size of 24 if Kindergarten children are present.

    Observation. Licensing observed that the storage room did not have a working light at the school age care side. Staff informed the licensing officer that the light was not working as the sensor was blocked by stored equipment. The school had asked the school age care program to tape the light switch down on the school age side of the shared storage room. Now, only teachers are able to operate the light from the teachers side of the shared storage room.

    Prior to employing staff the manager has met with each person and has obtained the appropriate documentation. [CCLR Sec. 19(1)]

    Observation. One staff did not have a criminal record clearance letter on file in the name of Spare Time. A discussion was held with the program manager that it is the responsibility of the Licensee to obtain a valid criminal record clearance letter in the name of Spare Time prior to staff's first day on the floor.
