- LICENSING / Posting and Advertising of License and CertificateNon-critical
The licence is displayed in a prominent place in the facility, including any terms or conditions of the licence, and including the name of the manager. [CCLR Sec. 11(1)(2); CCALA Sec.7(c)]
Observation. LO observed that previous licence's (from 2022) are available, with a copy of a cover letter for the most recent licence that was processed May 2024. Any previous licences should be returned to our offices and the most current licence must be displayed in a prominent place in the facility.
- PHYSICAL, EQUIPMENT AND FURNISHING / EnvironmentNon-critical
A healthy and safe environment is provided at all times [CCLR Sec. 13(1)].
Observation. While on site, LO observed the following items: - Lunch bags for children were in the kitchen area on the floor in a bin. LO was on site after 10:30 and discussed with staff that there are no ice packs in lunch bags, which left food without refrigeration and therefore, not stored safely. Options discussed include having parents or staff add ice packs to those bags with food that should not be left out for 2 hours or more or move these items to the fridge. - In the bathroom, the toilet paper holder is broken with a piece of the metal backing still in the wall. There is also exposed dry wall and holes in the wall. This makes it hard for children to use the toilet independently. The step stools are discoloured and the walls are soiled. - In the kitchen, bottom of the dishwasher is coming away, thermometer is in the freezer. LO recommends keeping it in the fridge so staff can monitor if food is safely stored, floors require a deep clean, power bar on counter has loose cords hanging over the side of the counter and include a cord to the phone that could be a hazard. - The facility requires a deep clean with removal of items not required, cleaning of floors and walls, organizing items that are stored on stairs, reduce equipment that is not used and allow for rotation of equipment.

- STAFFING / Emergency Training and EquipmentNon-critical
Implementation of the fire drill system is practiced at least once each month, and implementation of the emergency plan is practiced at least once each year. [CCLR Sec. 22(2)(b)(c)]
Observation. This is a recurring contravention, noted in routine inspection of April 2024. The Staff person on site shared the emergency file which lists fire drills for each month, but emergency drill has not been noted since April 2024. Discussion with staff around types of drills that can be practices - evacuation after fire drill (where to go, how to get there), lock down, earthquake, etc. It is important to have a secondary location noted in the plan. This included consideration of procedures to follow if the facility were unable to remain on site (once evacuated) due to weather-related events (rain, snow, heat dome, etc.) or safety concerns. It is importance to identify an alternate location that is accessible to parents, suitable for indoor sheltering, and capable of accommodating children and staff for an extended period of time, if required.
- STAFFING / Standards to be maintainedNon-critical
The licensee has appointed a manager for the community care facility. [CCALA Sec.7(1)(d) Standards to be Maintained]
Observation. One staff was on site at time of inspection, they stated that the Manager no longer works at the facility and that she has been working here full time, for a few weeks. Licensing was not notified of any new Manager or appointment of a Manager for this location.
