    The facility, the furniture, equipment, fixtures and supplies are of sturdy and safe construction.  They are easy to clean, and are clean and in good repair and free from hazards. [CCLR Sec. 13(2) and Sec. 15(1)(a)]

    Observation. LO observed some items requiring maintenance - such as - bathroom faucet, light switch and chips in the paint throughout the facility. LO suggested keeping a maintenance log to assist ensure items are being corrected in a timely manner and that staff have somewhere to note any issues as they arise.

    Behavioural guidance is appropriate to the age and development of each child. [CCLR Sec.51(1)(a)]

    Observation. While talking to the lead staff, licensing observed the following interaction. A staff crouched down facing a child talking to them at eye level. It seemed the staff was giving directions to the child. The child turned around and started walking away. The staff put her arm around the child's waist from behind to prevent the child from walking away. The lead staff went over and diffused the situation. A discussion was held with the lead staff about the interaction and the use of physical redirection. The lead staff stated they would expand the behavioral guidance policy in the staff handbook to include a section on refraining from physical redirection. At the end of the inspection the lead staff stated they had discussed the interaction with the staff member. Please be advised that the observed interaction could be perceived as a restraint.

  • HYGIENE AND COMMUNICABLE DISEASE CONTROL / Health and HygieneNon-critical

    There is an established program to instruct children in, and to practise the rules of, health and hygiene. [CCLR Sec. 46(1)]

    Observation. Access to the bathrooms with handwashing sinks is through the other classroom and staff accompany children when they need to use the bathroom. Licensing observed several children get their lunch kits from their cubbies independently and sit own at the snack table whenever they felt the need to eat. These children did not wash their hands before sitting down nor did staff take them to go and wash their hands. Licensing discussed the observations with the lead staff. The lead staff stated they were in the process of ordering Jonti portable sinks for the classrooms and they are expected to be in place by the end of October. A discussion was held to have an interim hand washing plan in place.

  • PHYSICAL, EQUIPMENT AND FURNISHING / Play Area, Materials and EquipmentNon-critical

    The entire outdoor play area is enclosed and constructed in a manner that is suitable for the age and development of children, and ensures that children are free of harm. [CCLR Sec. 16(3)(a)(b)]

    Observation. Licensing observed a rubber tile with a loose corner that had come up and presented a tripping hazard.

  • RECORDS AND REPORTING / Care PlansNon-critical

    For each child requiring extra support, the licensee keeps a current care plan showing the required information. [CCLR Sec. 58(1)(2)]

    Observation. Licensing observed four current and up to date anaphylaxis care plans in place. However, one of the children had Aerius stored with the Epi Pen. Licensing inquired how the Aerius was used and was informed that the parent had instructed the facility to use Aerius if there is a rash around the mouth. Licensing discussed the following with the lead staff: Epinephrine is the first line medication which should be used for the emergency management of a person having a potentially life-threatening allergic reaction. Antihistamines and asthma medications should not be used instead of epinephrine for treating anaphylaxis. Licensing strongly recommends antihistamines not be part of the child’s anaphylaxis emergency plan. A resource with more detailed information is attached to this report that can be shared with parents. No Epi Pen expiration date was filled out on this child's care plan.

    Observation. Licensing officer observed a cabinet over 4 feet tall that was not secured to the wall and posed a risk of toppling over in the event of an earthquake.

    For each child requiring extra support, the licensee keeps a current care plan showing the required information. [CCLR Sec. 58(1)(2)]

    Observation. One child was present who was allergic to certain types of nuts and had been prescribed an Epi Pen. No Anaphylaxis care plan or Epi Pen were on site. At pick up time a conversation was held between the parents, staff and licensing where the extent of the allergy was clarified and the need for an Epi Pen and Anaphylaxis care plan was explained. A care plan template is attached to this report for your convenience.
