- PHYSICAL, EQUIPMENT AND FURNISHING / Play Area, Materials and EquipmentNon-critical
The entire outdoor play area is enclosed and constructed in a manner that is suitable for the age and development of children, and ensures that children are free of harm. [CCLR Sec. 16(3)(a)(b)]
Observation. Licensing observed several concerns in the playground area that require attention: - The fall zones beneath both slides were not adequately provided. The grass under the slides has died off, exposing the ground, which no longer offers sufficient fall zone protection to prevent injuries. - The sand level in the sandbox is considerably low and will need to be replenished. - Green algae growth was noted on most of the plastic outdoor toys. This poses a potential hazard, all the plastic play materials in the playground require a thorough scrub down.

Copies of any diplomas, certificates or other evidence of the person's training and skills have not been obtained. [CCLR Sec. 19(1)(d)]

- PROGRAM / Program of activitiesNon-critical
Children are provided with a comprehensive and coordinated program of indoor and outdoor activities that is designed for the development and care of the children, and is appropriate for the age and development of the children. [CCLR Sec. 44(1)(a)(b)(c) and Schedule(G)]
Observation. During routine inspection dated May 13, 2024 licensing observed that the range of materials and activities that children were able to access independently were minimal and did not provide the ability to implement a comprehensive program of activities required by Schedule G. - There were no sensory activities present. - There was no place for children to go and sit to do a table activity. - Licensing observed a row of highchairs against one of the walls. The highchairs encroached on the available useable floor space, compromising licensed capacity. Children were not able to access the highchairs without staff help. - Licensing observed one open activity space without any cozy quiet comfortable safe place for a child to decompress and a staff to sit and read a book with a child. - Licensing recommended to arrange the space into different activity pockets. Place storage units to divide the space and create different activity areas. - Add a wider range of materials (e.g. soft balls, equipment to climb on and crawl through, over, in and out of: tunnels, soft washable blocks, boxes, toy trucks, boats, trains, animals, people, simple puzzles, art materials, instruments, housekeeping and imaginative play materials). - Licensing provided a resource to assist with space planning and selecting additional materials and equipment to add to the program. During routine follow up inspection dated May 23, 2024 licensing observed that the following had been added to the environment: - A round table with 4 chairs; children were engaged in a drawing activity at the table. - Soft blocks for crawling. - A comfortable chair with a sheepskin rug in a corner. Licensing observed that one of the storage units had been repositioned diagonally and the row of highchairs had been reduced to two highchairs. Licensing went over the resource that had been previously provided discussing various materials and equipment that were lacking and deficient. The Licensee informed licensing they planned to order an additional rectangular wood table with stable wood chairs of suitable infant height. Discussions were held with the Licensee and manager regarding room set up and lay out.

- PROGRAM / Program of activitiesNon-critical
Children are provided with a comprehensive and coordinated program of indoor and outdoor activities that is designed for the development and care of the children, and is appropriate for the age and development of the children. [CCLR Sec. 44(1)(a)(b)(c) and Schedule(G)]
Observation. The range of materials and activities that children were able to access independently were minimal and did not provide the ability to implement a comprehensive program of activities required by Schedule G. - There were no sensory activities present. The manager stated they used to have a sensory table, but the owner moved the sensory table to a new facility they are about to open. - Licensing observed one round plastic table with one chair for children to sit on. There was no other place for children to go and sit to do a table activity. There were two low highchairs with trays in the gated off kitchen. The high chairs had stable legs. Licensing asked to bring one out to see if it would fit under the table without the tray attached. The chair could not slide under the table as the table legs were in the way. The manager pointed to two other wood light weight chairs in the hallway and stated these chairs were not very stable and kept falling over. A discussion was held with the manager to have stable tables and chairs available to do table activities (art, puzzles, games, etc.) that children can access independently. Furnishings which fit the height and size of children promote independence. Small, quiet retreats allow for times when children want to be alone, or one-on-one with a caregiver. - Licensing recommends arranging the space into different activity pockets. Storage units can be placed diagonality to the wall to divide the space and create different activity areas (make sure units cannot tip over and/or are secured to the wall). Add a wider range of materials (e.g. soft balls, equipment to climb on and crawl through, over, in and out of: tunnels, soft washable blocks, boxes, toy trucks, boats, trains, animals, people, simple puzzles, art materials, instruments, housekeeping and imaginative play materials). A resource is attached to this report to assist you with space planning and selecting additional materials and equipment to add to the program.

Reviews
Shining Smile has been more than just a daycare for us; it is, beyond our home, another place where our child can grow freely. The teachers are loving and responsible, making each day something our child looks forward to. Our child learned to share, and became more independent. We are very grateful to Shining Smile, which has truly lived up to our original decision to choose this daycare.
