    Licensing has been notified immediately of any change in the information provided under Section 9 (Applying for a License). [CCLR Sec. 10(1)]

    Observation. Licensing Officer reviewed the children's registration records and consents during the inspection. The Licensee was asked to provide the signed contracts that are in place establishing care arrangements with families. The Licensee produced on her phone, a contract that is between her son and a family. The contract was titled, (Son's name) Daycare with him being listed personally as the owner and care provider. The contract contained standard information regarding fees, terms of payment, days of care as well as policies. For payment, the Licensee's son's name and email address was provided for direct e-transfers to his bank account. The Licensee informed that she has contracts with families that are separate from those that are in place between families and her son who seek care for their children on Fridays and Saturdays. The Licensee informed that there are three families who have their child enrolled for care on Fridays and Saturdays. Licensing Officer informed that this arrangement is not permitted, that it is contrary to the initial information the Licensee provided that her son was an employee. Licensing Officer informed the Licensee that the facility licence does not list her son as the Licensee and therefore, to operate in this manner must cease. Licensing Officer informed the Licensee of the requirement to contact all the families who have their children in care on Fridays and Saturdays, to inform them of this error and to arrange for new contracts to be in place which stipulate the Licensee as the owner/care provider and the Licensee's son as an employee, with terms and conditions of the contracts including payment between the Licensee and the families only.

    Observation. There is not a sufficient amount of emergency preparedness supplies available to support the children, the Licensee and her employee. Water provisions have expired in September 2024. The large bag which houses the supplies has a handle that is broken. Food provisions have expiry dates set for October 2028 and December 2028, respectively. Diapers and wipes are available.

    Observation. During the inspection, the Licensee requested the Licensing Officer supervise the children so that she can attend to the bathroom. During this time, the two of the children were crying. The Licensee appeared to be in the bathroom for a length of time. This resulted in the Licensing Officer calling the Licensee several times, informing that the children needed her care.

    A healthy and safe environment is provided at all times [CCLR Sec. 13(1)].

    Observation. Licensing observed the following: * child-proof locks are in place on various pieces of furniture which have drawers * fridge temperature = 8'C (4'C or less is needed so as to keep food at a safe temperature) (Inspected by LO-IT AX) * open 17 liter bag of potting soil tucked next to a cabinet in the living room - accessible to children (Inspected by LO-IT AX) * a child went to pick-up a crayon from the floor; the Licensee's dog came and ate the crayon when the child was reaching for it (Inspected by LO-IT AX) * adult-sized dental night guards in an open case were observed on the bathroom counter - accessible to children * a shelving unit over four feet in height and located beside a larger unit, was observed as being unstable (Inspected by LO-IT AX) * a gate was observed in place to prevent children from accessing the kitchen however it was not engaged / locked * a child's soother was located on a dresser in the bedroom - not stored hygienically

    The facility, the furniture, equipment, fixtures and supplies are of sturdy and safe construction.  They are easy to clean, and are clean and in good repair and free from hazards. [CCLR Sec. 13(2) and Sec. 15(1)(a)]

    Observation. Licensing observed the following: * a new couch is located in the living room - coverings are in place to protect the cushion coverings * the door leading into the Licensee's bedroom has a child-proof mechanism on the door knob * bleach / water spray bottles are available for disinfecting surfaces (located in the living room and bathroom) * soap / water spray bottles are available for cleaning surfaces (located in the living room and bathroom) * bi-fold door locks were in place * a toilet insert, used by children, is soiled and with dog hair on it * a step stool located in the bathroom is soiled and with dog hair on it * the diaper change mat was located on the bathroom floor - its surface visibly soiled * the bedroom where children sleep is cluttered with many items (ie 3 rolly suitcases, helium balloons on an armchair, new items still in packaging (inflatable sprinkler, inflatable pool) a storage tote, two folding chairs, a vacuum, various small items located on top of a dresser and side table, many items stored on the bed) * the floors are not clean / covered with many items (ie bathroom, Licensee's bedroom)

    When care is provided to any child younger than 36 months of age a separate sleeping area located away from any activity area is provided. [CCLR Sec. 15(3)]

    Observation. Licensing observed children's sleep mattresses with bedding located in living room. The Licensee informed that three children are sleeping in the living room and one child is sleeping in a crib in a bedroom. When considering this arrangement, additional information is needed specific to the duration of time children will be sleeping in the living room and other details specific to how children will be supervised when the Licensee is helping a young child sleep in the bedroom.

    Children are supervised at all times by a person who is an educator, an assistant or a responsible adult. [CCLR Sec. 39(1)]

    Observation. Upon arrival to the Licensee's home, Licensing Officer knocked on the front door. In response, a preschool-aged child came to the window and looked out. Licensing Officer waited and knocked on the door again. The same response from the child occurred. Multiple telephone calls were made and a voicemail message left when trying to contact the Licensee. Licensing Officer knocked several times more. Eventually the Licensee answered the door. Licensing Officer asked the Licensee if everything was okay to which the Licensee responded by saying that she did not hear the knocking at the door, that she was helping the children sleep in a bedroom. Licensing Officer expressed concern about the Licensee's lack of supervision of the preschool-aged child. During today's inspection, the Licensee was observed going outside for a moment while the children remained inside with the LO and LO-In Training. This was discussed with the Licensee at the time, reminding the Licensee she must not do so.

    Observation. Licensing Officer observed that the children's attendance record demonstrated that the Licensee had three children under the age of two years in her care. The dates when too many children under the age of two were in care were: January 12, 16 and 17, 2023. The Licensee informed that she did not look at the date of birth of a child prior to the child starting in her care. The Licensee stated that when she realized the error she gave notice to the family to no longer bring their child.

    Observation. Licensing Officer observed the following: * the diaper change mat is not cleaned prior to disinfecting with a bleach / water solution * no soap / water spray was available in the washroom

Licensing observed the following: * fridge temperature = 2'C - good! * no single-use hand towels available at the kitchen sink * dishes are hand-washed without the step of disinfecting them prior to air drying (dishwashing resource attached) * bi-fold locks not in place on closet doors (compliance during inspection) * no disinfectant (ie bleach / water spray) available for the kitchen surfaces * the diaper change mat is in good condition * raw meat was observed stored on top of produce in the fridge - this is identified as an unsafe food storage practice

    The entire outdoor play area is enclosed and constructed in a manner that is suitable for the age and development of children, and ensures that children are free of harm. [CCLR Sec. 16(3)(a)(b)]

    Observation. Licensing Officer observed the designated outside play space under construction specific to the replacement / repair of underground piping. The workers informed that repairs will hopefully be completed in one to two days. Children are not able to access the space during this time and vigilant supervision of the children is required so as to prevent them from accessing the work area.

    Observation. Licensing Officer observed that the bottled water available is past its expiry date. As discussed with the Licensee, this water can be used for hand-washing - it can be simply labelled accordingly. The expiry date for the food in the emergency preparedness kit will expire in 2025.

    Observation. Licensing Officer observed the following items the Licensee brings to the park for children's play: one ball, one scoop, one rake, cars, trucks, sand molds.

    Medications that staff have agreed to administer are readily accessible to staff and are administered in the correct dosage at the correct times. [CCLR Sec. 53(1)]

    Observation. During today's inspection, a child was in care and without the medication (epi-pen) needed to address an allergic reaction. Upon learning of this, Licensing Officer asked the Licensee as to how this child would be supported should the child have an allergic reaction. A decision was made by the Licensee to call the child's parent and ask for medication to be brought to the Licensee. The parent arrived shortly thereafter and informed that the medication needed was not available. The parent then took their child home early from care.

    Observation. During an earlier inspection, Licensing Officer observed the following: * The diaper change mat was not cleaned prior to it being sanitized with a bleach / water mixture. * Bi-fold doors were observed without locking mechanisms in place or available. * Two mirror hooks were observed located on the back of a dresser located in the living room. The pose a risk of injury. All of these items were observed addressed during today's inspection. Fridge temperature was observed at 3'C - good! Licensing Officer observed many glass/breakable items stored on high wall shelving which is concerning specific to possible injury during an earthquake.

    Observation. Daily attendance record of children was observed as being current. During an earlier inspection, Licensing Officer observed the following: A child's immunization status was not observed on-file. The Licensee informed that she will acquire it and send a copy to Licensing. During today's inspection, an immunization status of a child was not on-file. A child's registration record demonstrates a possible allergy and to treat with an epi-pen or antihistamine. Notes reflect that the child is being tested to determine if they are anaphylactic. Licensing Officer observed that the child was present in care without written special instructions in place.
