    Observation. Licensing observed the following in the raised garden area near the playhouse: *several nails protruding in the wooden frame. *outdoor conduit/ pipe appeared to be exposed. This could pose as a tripping hazard. *children's plastic blocks being placed on top of uneven surface. This can be seen as a tripping hazard. The raised garden area is currently cordoned off to prevent children from accessing this area. *a top up of sand is required.

    Hazardous objects and substances are inaccessible to children. [CCLR Sec 17]

    Observation. -Licensing observed the following in the activity space: -Cleaning solutions like bleach was observed in a clear box without a locking mechanism. This item was located in the lower shelf of the materials cabinet; -Push pins, and sharp loose screws were stored in the cabinet drawer under the counter sink; -One sharp knife was stored in a drawer under a counter sink. *These items were accessible to children and pose as a risk. Make hazardous items inaccessible to children in care.

    The entire outdoor play area is enclosed and constructed in a manner that is suitable for the age and development of children, and ensures that children are free of harm. [CCLR Sec. 16(3)(a)(b)]

    Observation. -The outdoor awnings for the programs appeared to be heavily stained due to tree debris and wear from weather. Some small holes were observed in different areas of the awning. The holes have created some issues as water is able to leak down into the bottom of the stairs where there is some toy storage. There is no drainage in this area so pooling of water has become an issue. Licensing was informed that the awning was assessed and is considered to be structurally safe at this time. The Manager of the program explained that replacing the awnings completely has posed difficulties as to completely remove the awnings would require a crane and not be financially feasible at this time. The program is currently working on options to mitigate this issue. As the awnings are considered structurally sound for now, consideration around future replacement/repair will need to be considered as over time these issues will become worse with wear and tear. - Licensing observed the following on the wooden staircase leading from the outdoor play space to the program: *Some steps require repair as it appears to be unstable and wobbly; *There were screws seen protruding out from handrail; *There were open gaps on the boarder of the staircase; and, *Sanding of the staircase is recommended as the wood is not smooth to touch. As the stairs are currently still usable but showing considerable wear and beginning to crack, consideration around future replacement/repair will need to be considered as over time these issues will become worse with wear and tear.

    Observation. Noted upon arrival the back steps are requiring seasonal maintenance. There is a build up of green algae on the steps that staff say is slippery when wet. Steps should be part of the seasonal maintenance plan.

    Observation. Observed staff shadowing and responding to children in a reactive manner rather than arranging the environment and planning for the children's needs. Children were hopping off the couch and running through the room, throwing paper airplanes at one point. Noted the room arrangement created the opportunity for running. No protected pockets for play. Children would be hesitant to sit and create with lego (for example) as their work would not be protected. High probability that children would run through the work.

    The facility, the furniture, equipment, fixtures and supplies are of sturdy and safe construction.  They are easy to clean, and are clean and in good repair and free from hazards. [CCLR Sec. 13(2) and Sec. 15(1)(a)]

    Observation. Noted brown stained ceiling tiles in the cubby area.

    All indoor and outdoor play materials and equipment accessible to children are suitable for the age and development of the children, safely constructed, free from hazards and in good repair. [CCLR Sec. 16(4)]

    Observation. Reviewed the contents of the school age supply cupboard. The original supplies purchased to support the start up of the program have run their course. Play materials (crafts, art supplies, puzzles, games, construction materials, etc.) all must be replenished and expanded on. Manager is in agreement with this finding and stated her goal is to have the materials required to support more intentional program planning.

    Children are provided with a comprehensive and coordinated program of indoor and outdoor activities that is designed for the development and care of the children, and is appropriate for the age and development of the children. [CCLR Sec. 44(1)(a)(b)(c) and Schedule(G)]

    Observation. The room arrangement is not conducive to protecting children's play. Children ran through the open areas. Noted two children squirreling their way into the pretend play frame (the one area that was protected and offering a sense of refuge from the group). Observed little program planning and few materials that reflected the children's interests. Noted that the cupola area is used for backpacks rather than an area to support small group or individual play. Noted the one time children were engaged and the room went silent was when one staff led the children in a circle discussion re Halloween and safety practices. Manager stated her goal is to work on room arrangement (in consultation with the preschool), purchase of a range and variety of play materials and engaging the children in program planning. CCFL supports these stated goals. Noted the children had walked 30 minutes in the pouring rain to get to the house. Manager stated there is a posting out for a new driver for the van. Encouraged the manager to support staff in acquiring the appropriate licence.

    All persons over the age of 12 that are ordinarily present on the premises while children are present are of good character and the licensee has obtained a criminal record check for each person. [CCLR Sec 20]

    Observation. Manager has found one staff to have an expired criminal record check. Criminal record check expired in August 2022. Confirmed that this staff cannot work in the program until she has a up to date criminal record check.

    Observation. It is October 26, 2022 and a fire drill has yet to be conducted. The staff team have fallen out of the required practice of conducting and recording monthly fire drills.
