Observation. Licensing observed that the wooden fence on the north side of the outdoor play space is no longer in good repair. The fence is unstable and has several loose panels. The adjoining metal fence has a missing panel, creating a gap larger than 3.5 inches, which poses an entrapment hazard for children.

Behavioural guidance is appropriate to the age and development of each child. [CCLR Sec.51(1)(a)]
Observation. Children were required to sit in infant chairs for several minutes without being provided food. Licensing reminded the licensee that the children required her attention. The children were provided snack but then were expected to remain in the chairs after eating. Licensing requested that the children be allowed out of the chairs.

Liquid hand soap and single use towels are not readily available at all hand wash sinks.
Observation. Children were seated for snack but did not wash their hands. Single use towels were not accessible for children in the washroom.

A healthy and safe environment is provided at all times [CCLR Sec. 13(1)].
Observation. As noted in prior inspections, televisions must be anchored so that they do not fall over onto children. A large TV was observed to be sitting on a window ledge in the dining area. This creates a risk to children's safety. During the inspection, the licensee was going to wipe children's hands with wipes that are intended for cleaning surfaces, not for wiping hands. Licensing stopped the licensee from doing this and informed the licensee that these are not safe for children.

Observation. Licensing arrived for the inspection as nap time was ending. Children were happing in the living room, with one child's mat in the hallway. The licensee informed licensing that the is no longer using the 2 bedrooms that were originally licensed for use. This no longer meets the requirements of the Director of Licensing Standard of Practice - Family Child Care which states "A home-like environment includes, at minimum, a living room, kitchen, bedroom, and a bathroom. It is an expectation that children will have reasonable access to these areas."

Hazardous objects and substances are inaccessible to children. [CCLR Sec 17]
Observation. There were child locks on cupboards in the kitchen and washroom. The safety locks were hanging open on cupboard handles. Licensing observed sharp items in a drawer. This has been noted in previous inspections of the facility. Discussion took place regarding child proofing the drawers as well as the cupboards. The Licensee was asked to move sharp items out of children's reach.

Observation. Licensing observed that the children were asked to sit in chairs that are intended for infants (none of the children in attendance were infants). These chairs have trays that latch into place, ensuring that children cannot get out of them. Use of these chairs is not age appropriate for the children in attendance on the day of the inspection and results in the children being restrained. The licensee has a small table with child sized chairs that are more appropriate for the age and development of children.

Observation. The fenced outdoor area is not being used for children. The licensee informed licensing that this area is only used during the summer. Toys were gathered in one location and some of the equipment was covered in tarps and/or plastic. There was a car parked in the area intended for outdoor play. The Licensee informed licensing that the car is moved into the garage when children use the outdoor area. Licensing observed that the gate at the bottom of the stairs had a plastic drywall anchor being used as a latch and there was a loose nail sitting on the stairs. Under the stairs was an assortment of tools and other items that should not be within reach of children

Daily inspections of the play space for garbage, broken glass, animal feces and other hazardous items have not been done.
Observation. The licensee is not inspecting the outdoor play space, as she informed licensing she is not using it. If the outdoor play area was used during the summer (as reported by the licensee) there does not appear to be any inspections for that time.
