Observation. Over the past two years, the facility has undergone some significant repairs and renovations. The washroom received some repairs. The exterior of the modular building was painted. Exterior signs have been repaired and repainted. Outstanding is the painting of the interior. This was cited as required during routine inspection of March 25, 2025. Manager reported that the painting is scheduled to occur over Easter. One of the other senior supervisors is consulting with Manager and sharing their recent repainting experience. Discussed the state of the existing curtains and blinds. Curtains in the activity room are long past their expiry date - shrunk from years of washing and faded. They do not adequately cover the windows any more and the curtain rods can not be tightened much longer. It means that it is difficult to do an pedagogical work and activities related to light and dark, e.g. illuminated objects, use of overhead projector. The blinds in other areas feature cord mechanisms no longer considered safe (i.e. have cords which much be hung or tied to prevent injury). Manager noted that the blinds in the gross motor / nap room leave the room quite light. Agreed with Manager that it is time to acquire new window coverings, especially to replace the curtains in the activity room. Manager remarked that the range hood is broken and does not work. Range hood is required and helpful in venting odors and moisture emanating from stove top use.

Observation. The outdoor deck hose bib was fixed and a deep janitor style sink added under the hose bib. Manager reported no further issues. Observed that the deck repair required last year, consisted of removing only those deck panels with the worst water damage / rot. Those panels are painted and in good condition. The rest of the deck is peeling. Manager said she asked the contractor who is coming to do the interior if they could do the deck as well. The contractor said yes but of course their priority will be the interior and they may run out of time. I confirmed I would include the peeling deck on the report. Manager pointed out the repair of the bottom step going from the deck to the playground. This step has been an ongoing issue, numerous related NICs, that has finally been addressed. New step with greater depth so it sits like a platform (appropriate for child footing) on a solid foundation. A moment of jubilation was had then I noted the plank on the deck down to the step and the edging going east to west along the outer deck was showing wear, a bit of sag, due to rot. Manager and I agreed this could be monitored. Manager will alert CCFL if it worsens before the next routine. Noted algae accumulating, especially on the plastic and metal structures. Inquired as to how often elements are power washed. Manager said she could not recall the last time. Recommended that the yard be power washed every spring, as with wet Vancouver winters, algae and slime accumulates - can be slippery under foot and defy hand holds. Manager said she would follow up. There is a small hole (northwest) in the skirting that was replaced not too long ago. I wondered if animals like rats/ skunks had created the hole. The children have been ruminating about Zombies for some time. Manager explained the children observed the workers in the crawl space during seismic upgrade and started digging / pushing on the wood in this area, saying that this is where Zombies were hiding. Today observed three children bringing shovels, cups and bowls etc. over to the same hole to "feed the Zombie" under the skirting threw the created hole. Manager said they have put in a work order to repair the hole. I wondered how the children may have this interest redirected, is there another space that Zombies may inhabit, that children could go to feed them. Otherwise the hole may magically reappear upon repair. Manager said they are considering options for covering the area.

Observation. Over the past year, the facility has undergone a range of repairs and renovations. The washroom received some repairs. The exterior of the modular was painted. Exterior signs for the out of school care and day care are about to be repaired and repainted. Facility foundation is about to undergo seismic upgrading. Testing has been done and the results will be known shortly. Manager will submit a construction safety plan when timeframe for the project is known. Manager stated that they have been told the work may take up to a week. Overall the interior of the facility is in satisfactory condition, especially given the age of the modular. Discussed carpet cleaning with Manager. Noted that child care facilities typically work on a cycle of cleaning carpets at least twice a year. Manager provided assurance that carpet areas would be cleaned routinely two times a year. Discussed the condition of the interior paint. Paint has faded on the walls and interior doors, there are tears in the drywall, scratches in the paint. Interior painting is large project and requires planning. Discussed timelines with Manager; considered recent/ past and current projects, scheduled closures (e.g. winter closures around Xmas) at the same time as the condition of interior paint. It was agreed that painting of the interior could be done in phases with the work to be fully completed by January 2027.

Observation. Manager spoke of "refreshing" the deck, including removing rusted cabinet and broken bookcase. Hired company will remove both within the week. Manager and I discussed condition of the outdoor deck. There are signs of significant rot and the steps to the outdoor play yard has been an ongoing issue. Reviewed timeframes for replacing the deck and determined that the deck is likely sound and safe for up to one more year. This will allow time to plan for and obtain the appropriate funding for replacement. Manager is arranging for the outdoor resilient ground cover to be replenished by summer of 2025.

Observation. The laminate backsplash in the children's washroom above the trough sink is peeling off and some of the paint is damaged. There are patches of chipped and peeling paint in the gross motor nap room, especially along the bottom of the east wall. The outside of the modular building has not been painted in many years. The paint is weather worn and peeling. There are broken and chipped particle wood panels in various places along the modular building. It is time for the external envelope of the modular building to be repaired and repainted.

Observation. Staff are washing sheets every day and blankets once a week or as needed. Children's bedding is stored separately. Mats are showing wear, some are cracking with exposed foam. Discussed with Manager. It was agreed that approximately half require replacement. The other half will be monitored as replaced as required.

Implementation of the fire drill system is practiced at least once each month, and implementation of the emergency plan is practiced at least once each year. [CCLR Sec. 22(2)(b)(c)]
Observation. Manager acknowledged that while the group is doing monthly fire drills, they are not consistent in recording them. An earthquake drill was completed with the school last month.
