    Observation. On June 11, 2025, Licensing observed that the outdoor space was showing wear and tear, particularly in the wooden features and wooden structures that pose a safety hazard to the children: - Sharp splinters on the tree stumps - Sharp splinters around some tree logs This infraction remains outstanding. As per the Manager updates, the quote for the removal and replacement of all outdoor logs has been approved. Upper management is currently coordinating to arrange a suitable time for this work to be carried out, with the aim of scheduling it on the professional development day during the last week of August. Licensing has advised that should any unexpected circumstances or delays arise that could affect the children's school hours or outdoor play schedule, a health and safety plan will be required in advance to ensure appropriate safety measures are in place.

    Observation. Licesning observed some Educators moving children physically / picking up children and sitting them down where the Educators wanted them to be without prior communication.

  • HYGIENE AND COMMUNICABLE DISEASE CONTROL / Health and HygieneNon-critical

    There is an established program to instruct children in, and to practise the rules of, health and hygiene. [CCLR Sec. 46(1)]

    Observation. A conversation occurred with an Educator about the diaper changing practices in one of the programs. The Educator shared that they have a preference to do toddler children's diaper changes with children in a 'downward dog' pose when cleaning. As discussed with the Educator, this practice is not developmentally appropriate for this age given that it makes it difficult to thoroughly clean a child. Licensing observed an unlabelled hair brush and container of diaper oitment located by the diaper change sink. Licensing recommends that all health and hygiene items be labelled with children's names to prevent the use of a product or object on different children.

    Observation. Licensing observed the door to the laundry room was open - access to chemical / cleaning products. (Addressed during the inspection) Licensing observed materials (pen caps, marker lids, glue stick lids) that are chokeable to toddler children. This was discussed with the Manager during the inspection.

  • PROGRAM / Program of activitiesNon-critical

    Children are provided with a comprehensive and coordinated program of indoor and outdoor activities that is designed for the development and care of the children, and is appropriate for the age and development of the children. [CCLR Sec. 44(1)(a)(b)(c) and Schedule(G)]

    Observation. Licensing observed a small amount of outdoor materials available to the children. While the children were outside playing, Licensing observed: 3 tricycles, 3 balls, 2 wagons, building panels, and a toy truck available for 12 children. Upon inspecting the outside storage, Licensing observed only hula-hoops and a couple of toy trucks present. Licensing observed no toys available in the sand play area. After speaking to an Educator, Licensing was informed that the sand play area is not used when it is raining. After a discussion about this, the Educator informed that the children enjoy playing in the sand and went to gather sand toys for the children to use. When returning to the inside environment, Licensing observed children being asked to stay on the carpeted area where there was minimal materials available. When asked about this, an Educator informed that they would be soon setting up table-top activities for the children. Licensing observed these activities being offered and the children were invited to the tables.

    Upon agreeing to administer medications, a competent employee is available at all times to administer and document administration of the medications. [CCLR Sec. 53(3)]

    Observation. LO observed care plans posted for two children that require administration of medication by staff in the event of an emergency. However, a request to administer medication form has not been completed for the two children. Discussion took place with manager with regards to having a request to administer medication form completed for each child for prescription medications as this will also allow the staff a means to record the administration of the medication.

  • PHYSICAL, EQUIPMENT AND FURNISHING / EnvironmentNon-critical

    The facility, the furniture, equipment, fixtures and supplies are of sturdy and safe construction.  They are easy to clean, and are clean and in good repair and free from hazards. [CCLR Sec. 13(2) and Sec. 15(1)(a)]

    Observation. In the main activity rooms and nap room spaces, LO observed that the paint on the facility walls and window ledges is chipped, peeling and in some areas the drywall is exposed. The facility walls and window ledges appear to be soiled and stained specifically around the exterior playground door frame. LO observed that the metal door threshold plate appears to be in poor repair and no longer easy to clean. In addition, LO observed that two area rugs in main activity space appear to be stained and no longer easy to clean. Manager advised that there is a plan in place to have the facility walls and window ledges repaired and the area rugs shampooed during the holiday break.

    Observation. *Care plans are posted however several were observed to be missing relevant information regarding triggers and symptoms for anaphylactic response to allergy. This makes it difficult for Educators to gauge when to administer medication such as epi-pen.

CEFA Kitsilano is a great place to be! Everyone feels welcomed: families, teachers, chefs, staff and ECE practicum students! The children have lots of fun activities to learn from and develop their fine and gross motor skills, as well as expand their vocabulary in a few months. Teachers really take care of their safety. And, finally, the Principal is the kindest person ever!

CEFA Kitsilano exudes warmth and the joy of the children and their teachers. Children enjoy and learn a lot through their sophisticated educational system. They also love celebrating festivities from different cultures! Every day there is something fun to do!

We moved from Toronto and my son did his last year of daycare at CEFA and we were blown away. The staff are incredible, the curriculum is wonderful and the in-house meals are fantastic. My son absolutely loved going to “school” every day. It’s obvious every one of the staff wants the children to excel and care and support them. The daily updates and report cards are a great way to track the kids progress. Ms Chloie is easy to get ahold of and communicates very well with the parents. I love the uniforms, comfortable, adorable and no need to think or fight over what to wear in the morning. The classrooms are bright and spacious and the outdoor play area is amazing. I would recommend CEFA Kitsilano to everyone (so would my son).

My daughter has been at CEFA Kitsilano for two years, and she absolutely loved it. I really appreciate how well-organized the school is and how many different, engaging activities they offer. It was such a relief when we got a spot, and this year’s graduation celebration made the whole journey even more special. She adores all the teachers, they are warm, supportive, and close with the kids. We had a wonderful experience and truly wish the same for other families!
