A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. While on site, the following was noted: -Exterior fence has some missing slats, allowing access to the neighboring yard. Currently a kitchen has been placed in front of the missing slats so the children don't have access. -Multiple areas within the daycare where the paint has chipped from the walls or baseboards, some holes in the walls which have not yet been filled.
Corrective action. Please provide a written response to indicate how you will address the contravention noted above on or before December 9, 2025.
11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. The following was noted: -A step on the stairs has a grip that is collecting water and may be a slipping hazard in the cold water once it freezes. Discussion had about ensuring that there isn't any pooling water on the steps. -The exterior concrete walkway has some build up algae growth which is slippery. -The area where there is damage to the exterior fence there is some exposed screws, nails that are sticking out.
Corrective action. Please provide a written response to indicate how you will address the contravention noted above on or before December 9, 2025

The following was noted at the time of inspection: Outside: -Underlay exposed which can act as a tripping hazard -Thorny plant growing behind the shed, accessible to children. -Old ironing board being stored behind the shed, accessible to the children. -Mushroom growing within the grass Swing attached to play structure has a full back but does not have a safety belt, full back would make the swing easy for child to fall out of. Inside: -No toilet paper or paper towel within the washroom at the beginning of inspection, corrected at the time of inspection.

Observation. Licensing observed the following that are accessible to children in care; - An empty pop can in the outdoor play area. - An airfreshner aerosol spray bottle in an unlocked kitchen cupboard.

Observation. Licensing was unable to review a child in care records as the Manager was unable to them. The Manager said that they did have the child's file but not find it either in a digital or paper form.
Corrective action. Ensure that children's records are on site and available for Licensing to review.

Observation. Licensing observed the following; - A hole in the wall behind the entrance door. - A shelf in the kitchen area which was once secured to the wall is no longer secured to the wall. The screws have become detached from the wall at both ends. - The emergency container's lid has a crack across it.
Corrective action. Ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. Licensing observed the following that are accessible to children; - Six cleaning chemical solution bottles in an unlocked cupboard in the kitchen area. Corrected During Inspection. - Several glasses and porcelain cups and plates, stacked on top of each other, on the kitchen countertop. Corrected During Inspection. - two empty cans, a empty dirty disposable red cup, and a disposal coffee lid, in the outdoor play area.
Corrective action. Ensure that children do not have access to any objects or substances that may be hazardous to the health or safety of a child.

A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation. Licensing observed that a staff's certificate was not posted anywhere within the community care facility.
Corrective action. Ensure that all staff's certificate or a copy of the certificate is displayed in a prominent place in the community care facility.
10070 - CCLR s.11(4) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment]. Observation (CORRECTED DURING INSPECTION): Licensing observed that there was no record of a fire drill practiced for the month of October 2022. The Manager informed Licensing that a fire drill was practiced but could not find a record of it.
Corrective action. Ensure that current records are kept for fire and emergency drills.
13050 - CCLR s.56(1)(c) - RECORDS AND REPORTING
The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation. Upon a review of three children's records, Licensing observed that one child's care plan was not reviewed annually with the parent or any person requested to by the parent. Licensing discussed the requirements of reviewing a child's care plan at least once a year. Additionally, Licensing discussed ensuring that the care plan is dated once created and once annually reviewed.
Corrective action. Ensure that care plan are reviewed at least once each year.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation. Upon a review of two staff records, Licensing observed that there is no evidence that one staff's references have been verified. A discussion was had with the Manager on what would meet the intent of this regulation.
Corrective action. Ensure that all staff records are complete prior to the staff working at the community care facility.

A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.
Observation. Licensing observed a big wooden car, that has many manipulative toys on it, has three wooden pieces that are broken. The one broken wooden piece creates sharp edges and potential for a child to cut themselves. The Manager has covered the toy up with a blanket and children are not allowed to play in or with it.
Corrective action. Please ensure that all indoor and outdoor play materials and equipment accessible to children are safely constructed, free from hazards and in good repair.
11190 - CCLR s.16(4)(b) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. Licensing observed the following in the outdoor play area that are accessible to children in care; - Several long wood pieces on the side of the shed. - Seven long/big wood pieces on one side of the facility. The Manager informed Licensing that the children are told not to go in those areas and supervision is maintained. Education provided on the importance of ensuring that children do not have access to any objects or substances that may be hazardous to the health and safety of a child.
Corrective action. Please ensure that children in care do not have access to any object or substance that may be hazardous to the health or safety of a child.
11200 - CCLR s.17 - LICENSING
A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager. Observation (CORRECTED DURING INSPECTION): Licensing observed that the Manager's name was not posted anywhere in the facility.
Corrective action. Please ensure that the Manager's name is displayed in a prominent place within the community care facility.
10050 - CCLR s.11(1) - POLICIES AND PROCEDURES
A licensee must (a) ensure that a community care facility has (i) emergency exits that meet the requirements of the BC Building Code, and (ii) a fire drill system that is approved as definedby section 31 of the Fire Services Act.
Observation. Licensing observed that the fire extinguisher was to be serviced on or before December 1, 2021, however, has not been serviced. The Manager informed Licensing that an appointment has been made to get the extinguisher serviced.
Corrective action. Please ensure that the community care facility has emergency exits that meet the requirements of the BC Building Code and a fire drill system that is approved as defined by section 31 of the Fire Services Act.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed the following; - A gel air freshener container on the bathroom counter accessible to children in care. - No gate at the top of the staircase leading from the lower concrete outdoor play area to the upper outdoor play area. Potential for a young child to fall down the staircase and hurt themselves severely. The Licensee was informed of this in a earlier inspection. The Manager informed Licensing that they will be getting a gate installed by the end of next week (February 26/2021). - Two wood panels (one medium sized and one large sized) resting against the shed in the outdoor play area. These wood pieces are accessible to children and potential for a child hurting themselves.
Corrective action. Please ensure that a healthy and safe environment is provided at all times while children are in care.

Observation. Licensing observed that there is a child in care that has life threatening allergies and medication for their allergy. However, there is no care plan in place describing the courses of action in the event the child has a reaction. Licensing provided education on care plans, what needs to be in included, who should develop them and that they need to be reviewed at least once a year.
Corrective action. Please ensure that for each child requiring extra support a care plan is in place that describes the courses of action to address the needs of the child requiring extra support.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Licensing observed the following: - Two wooden fences on one side that are leaning forward, wobbly upon touch and unstable. Potential to fall on a child. - Part of the bottom of one panel at the entrance wooden fence is broken. Entrapment hazards. - One entire fence area is broken and a wooden panels been put in place. However, the wooden board panel is not high enough and a child can put their hand into the neighbouring area. - There is a hole in the indoor area behind the entrance door, exposing the white underlay. - Several areas in the facility that has chipped paint exposing the underlay.
Corrective action. Please ensure that the furniture, equipment and fixtures within the care facility are clean and in good repair.
11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation. Licensing observed the water temperature in the kitchen sink accessible to children in care to be measured at 52.4 degrees Celsius. This is a repeat contravention.
Corrective action. Please ensure that heated water accessible to children in care is heated to no more than 49 degrees Celsius.
11230 - CCLR s.47 - EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed the following accessible to children in care: - A claw staple remover in one unlocked drawer in the kitchen area. - Two tall shelves in the main play area that are not secured to the wall and wobbly. - A long piece of wood with a couple of long rusted nails sticking out of it, located behind the shed. - Two screws sticking out a the bottom of the wooden fence located at the back area of the outdoor play area. - Hose sprawled out on the grass area. Potential tripping hazard.
Corrective action. Please ensure that a healthy and safe environment is provided at all times while children are in care.
