• STAFFING

  A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

  Observation. 2 employees do not have evidence of criminal record check completed by criminal record review program to the facility.

  Corrective action. Ensure that each employee has a criminal record check addressed to the facility from the criminal record review program.

• EQUIPMENT AND FURNISHINGS

  A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

  Observation. The following was observed: -Bleach and water sanitizing bottle was empty, no sanitizer readily available for sanitizing. -Bleach and water spray bottle not labelled. -Open garbage can pail stored outside the front door with dirty diapers.

  Corrective action. Please provide a written response to indicate how you will address the contraventions noted above on or before December 10, 2024

  Observation. Limited items within the first aid kit. Limited variety of Band-Aid and no gauze within the kit. Limits what can be done during a situation that requires first aid.

  Corrective action. Please provide a written response to indicate how you will address the contravention noted above on or before December 10, 2024.

• RECORDS AND REPORTING

  A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.

  Observation. 6 children's files were reviewed and one child was missing immunization status.

  Corrective action. Please provide a written response to indicate how you will address the contravention noted above on or before December 10, 2024

  A licensee must ensure that children have at all times immediate access to an employee who (a) holds a valid first aid and CPR certificate, provided on completion of a course that meets the requirements of Schedule C.

  Observation. Licensee had indicated that when it comes to school age pick up, children at the facility are sometimes left in the care of someone who does not have their First Aid while Licensee picks up the School Age children.

  Corrective action. Please provide a written response to indicate how you will address the contravention noted above on or before December 10, 2024.

  A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

  Observation. Licensing observed that the stairs leading to the entrance of the facility are slippery. Licensing provided suggestions on how the stairs can be slip resistant.

  Corrective action. Ensure that a healthy and safe environment is provided at all times while children are in care.

  A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.

  Observation. Licensing observed the following that are accessible to children; - Dirty mop, toilet bowl scrubber, two large dishwasher liquid bottles, and a cleaning spray solution bottle in the bathtub. - an adult rake/pick in the outdoor play area. - Two boards under the stairs in the outdoor play area.

  Corrective action. Ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.

• EQUIPMENT AND FURNISHINGS

  A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.

  Observation. Licensing measured the water temperature in the bathroom at 57 degrees Celsius. Licensing provided suggestions on how to ensure that the water temperature is no more than 49 degrees Celsius.

  Corrective action. Ensure that the heated water accessible to children is heated to no more than 49 degrees Celsius.

• POLICIES AND PROCEDURES

  A licensee must (a) ensure that a community care facility has (i) emergency exits that meet the requirements of the BC Building Code, and (ii) a fire drill system that is approved as definedby section 31 of the Fire Services Act.

  Observation. Licensing observed that the fire extinguisher has expired and not serviced annually.

  Corrective action. Ensure that a fire extinguisher is serviced once a year.

  A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.

  Observation. Upon a random review of the four children's records, Licensing observed that the name and telephone number of a doctor was not obtained for one child. Licensing explained what would meet the intent of this regulation.

  Corrective action. Ensure that children's records are complete.

  Observation. Review of 4 children files observed one child was missing name and phone number of emergency contact.

• RECORDS AND REPORTING

  A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.

  Observation. There were 3 children in attendance at the time of inspection and 2 school age children were dropped off at school in the morning. However, none of the children were signed in today.

  Corrective action. Ensure that attendance records are completed accurately.

  A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

  Observation. Licensing observed the following in the outdoor play area accessible to children; - A metal hand truck dolly on the cement area. - one can stick out of a plastic bag. - a big piece of plywood under the patio area. - one portable plastic planter that is cracked on one side exposing sharp edges under the patio area. - a small glass light under the patio area. Licensing received a written response from the Licensee that these items had been addressed. However, Licensing observed them to still be outstanding.

  Corrective action. Please ensure that a healthy and safe environment is provided at all times while children are in care.

  The licensee must not permit a person over the age of 12 to be ordinarily present on the premises of a community care facility while children are present, unless the person is of good character and the licensee has obtained a criminal record check for that person.

  Observation. Licensing observed that a criminal record check for a person over the age of 12 who is ordinarily present is still not available.

  Corrective action. Please ensure that a criminal record check has been obtained for any persons over the age of 12 who is ordinarily present on the premises of the community care facility while children are present.

• EQUIPMENT AND FURNISHINGS

  A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

  Observation. Licensing observed the following accessible to children in care; Outdoor area; - A large wooden board and another small one resting against the shed. - Metal hand truck dolly on the cement area. - Two empty cans and pop bottle. - A big piece of plywood under the patio area. - One wet rug curled up on the ground and another wet mat on a chair under the patio area. - One portable plastic planter that is cracked on one side exposing sharp edges under the patio area. - A small glass light under the patio area. - A toothbrush on the cement area. - Open garbage bin with soiled diapers right outside the facility's entrance. Inside; - A small TV on a short entertainment shelf. Potential to fall on a child and injure them. Suggestions provided on how to secure the TV such as mounting it to the wall or placing it on unreachable shelf. -Toilet bowl scrubber right beside the toilet. - Airfreshner aerosol spray bottle in tub (CORRECTED DURING INSPECTION). The Manager informed Licensing that renovations are happening in the upper level of the facility and that is why there are the items identified in the outdoor play area.

  Corrective action. Please ensure that a healthy and safe environment is provided at all times while children are in care.

• STAFFING

  Corrective action. Please ensure a CRC has been obtained for any persons over the age of 12 and who are ordinarily present on the premises of the community care facility while children are in care.

• STAFFING

  A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.

  Observation. Upon a review of the fire drills for the years 2021 and 2022, Licensing observed that there was no fire drill practiced for the month of January 2022.

  Corrective action. Please ensure that a fire drill system is practiced at least once each month.

• EQUIPMENT AND FURNISHINGS

  A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

  Observation. Licensing observed three highchair trays, three plastic tables and a circular baby bouncer with dirt on them. Licensing also observed a couch that the children use that has a hole in it.

  Corrective action. Please ensure that all furniture, equipment and fixtures within the care facility are clean and in good repair while children are in care.

• HYGIENE AND COMMUNICABLE DISEASE

  A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.

  Observation. Licensing observed that the snack/lunch tables were not sanitized before the children sat down to have their snack. This is a repeat contravention.

  Corrective action. Please ensure that a program is established that instructs children in and to practice the rules of, health and hygiene.

  15030 - CCLR s.46(1)

• HYGIENE AND COMMUNICABLE DISEASE

  A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.

  Observation. Licensing observed that there is a diaper changing mat that is of cloth material and had a lot of lint on it. The Licensee informed Licensing that the changing mat is cleaned at the end of the day and not after every use. Licensing provided education that the diaper change mat should be of material that is easily cleaned and should be sanitized after each diaper change.

  Corrective action. Please ensure a program is established to instruct children in and to practice the rules of, health and hygiene.

  15030 - CCLR s.46(1)
• RECORDS AND REPORTING

  A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.

  Observation. Licensing observed that there is a child who has allergies and medication but no care plan in place showing the courses of action recommended by either the parent of health care professional. Licensing provided education on the intent of the regulation and the importance of having a care plan in place including clearly written courses of actions. This is a repeat contravention.

  Corrective action. Please ensure that each child requiring extra support has a care plan in place showing the courses of action recommended to address the needs of the child requiting extra support.
