A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. The carpet in the Maple room is rolling up on the edges posing a tripping hazard.
Corrective action. Ensure that the carpet is in good repair
11020 - CCLR s.13(2) - HYGIENE AND COMMUNICABLE DISEASE
A licensee, other than a licensee who provides a care program described as either Preschool (30 Months to School Age) or Group Child Care (School Age), must have in a community care facility a sturdy surface for changing diapers, located outside the food preparation area, next to (a) a covered container for soiled clothing.
Observation. There is no sturdy surface for changing diapers available in any the Group Child Care (30 months-school age) programs
Corrective action. Ensure that a study surface for changing diapers is available.

Corrective action. Ensure that the care program type children are registered in is identified.
10060 - CCLR s.11(3) - OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation. Maximum group size of Group Child Care (School age) was exceeded. Children are not always divided by Schedule E with children in the Group Child Care (school age) program attending the Group Child Care (30m-school age program)
Corrective action. Ensure that the maximum group size for each program type and room is not exceeded. Ensure that the children are grouped according to Schedule E.
14020 - CCLR s.34(2)(a) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. The food for responding to and recovering from an emergency expired in 2024.
Corrective action. Ensure that the food to respond to and recover from an emergency is available for children if needed.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.
Observation. The outdoor play area has several areas where the bark mulch has worn down exposing the ground surface tarp underneath. A grate also has mesh covering over top and is loose. Both items pose a potential tripping hazard for children playing in the area.
Corrective action. Ensure the outdoor play area is free from hazards at all times.
11190 - CCLR s.16(4)(b) - STAFFING
A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. Observation. Staff working in the program at the time of the inspection did not have a valid ECE Validation available.
Corrective action. Ensure all staff files are complete including ECE Certificates being validated when renewed.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. All classrooms have large shelves with heavy equipment used for reheating food stored on them. These shelves pose a risk to the children playing in the area. Hot beverages stored on high shelves not suitable in the programs. Outdoor playground has exposed landscaping tarp which could a tripping hazard to children playing in the area. Fence near retaining wall has a loose board that poses a risk to children playing in the area. Resilient surfacing under the dome climber to be corrected for suitable depth. The LO reviewed all of the above items with the manager at the time of the inspection.
Corrective action. A healthy and safe environment must be provided at all times.
11010 - CCLR s.13(1) - NUTRITION AND FOOD SERVICES
A licensee must do all of the following: (b) operate the community care facility in a manner that will promote (i) the health, safety and dignity of persons in care,
Observation. The program has food supplied by an external contractor. The time frame of delivery and serving was reviewed during the inspection along with storage of delivered food, to be a potential risk for the children using this service. Appropriate storage of children's lunches from home was also observed at the time of the inspection. The LO reviewed these two items in depth with the manager at the time of the inspection for correction.
Corrective action. Ensure food services are operated to promote the health and safety of the children in care.

A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation. Six children's files were reviewed and two children did not have evidence of an emergency contact available.
Corrective action. Ensure all children's files are complete including emergency contacts.

Observation. A care plan does not include the course of action recommended by health care professionals for a child requiring additional support. An additional care plan in place did not have the equipment available on site to support a medical emergency. The LO reviewed both of these items with the manager at the time of the inspection.
Corrective action. Ensure all care plans have sufficient information regarding the courses of action recommended by health care professionals and also ensure the equipment is available and on site at all times.

Observation. Four children's files were reviewed and several children were missing medical insurance plan numbers. LO reviewed this item with the manager at the time of the inspection.
Corrective action. Ensure all children's files are complete including medical insurance plan numbers.

Observation. Four children's files were reviewed and one file did not have evidence of a medical practitioner available.
Corrective action. Ensure all children's files are complete including Dr's name and phone number.

Observation. Four staff files were reviewed and one staff had a CRC that was not reviewed from the correct source. LO reviewed with the manager the RCMP checks are not suitable.
Corrective action. Ensure staff files are complete including the correct CRC's.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
