Observation. Upon review of staffing plan, staffing levels in three under 36 month programs was not adequate in that there are no infant toddler qualified staff between the hours of 4:00 pm - 6:00 pm
Corrective action. Licensing discussed schedule E in detail along with other legislative staffing requirements. Manager will submit a plan.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. - Temperature sensitive foods were observed as stored on a table top in one of the Under 36 Months rooms. The staff confirmed that the some of the temperature sensitive foods had been sitting in room temperature for 2 hours and 15 minutes. -Sleep cots in the 30 months to school age program are stacked in a manner which causes the bottom of a cot to touch children's sheets.
Corrective action. Licensing and staff discussed safe food temperatures and the staff will establish a system for safe food storage. Staff said internal program discussion had taken place and they plan on storing children's sheets in their cubbies prior to stacking the sleep cots.
11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. -Chipping paint on walls and baseboard, accessible to children in care. -Vinyl tumble cushion in one of the under 36 months gross motor rooms was ripped causing foam to be exposed making the cushion un sanitizeable.
11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child. Observation (CORRECTED DURING INSPECTION): -Cleaner in an unlocked cupboard under the children's handwashing sink, accessible to children. -A full four litre bottle of hand soap under the children's handwashing sink,accessible to children in care. -Push pins were used to put up posters in the Under 36 Months program in an area accessible by children. At the time of inspection, one child was holding a push pin.
Corrective action. Licensing and staff discussed access based risk. Staff made cleaner and pushpins inaccessible during inspection.
11200 - CCLR s.17 - LICENSING
A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation. One staff certificate was not posted in the under 36 months program.
10070 - CCLR s.11(4) - OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation. The "Baby Room" was inadequately staffed as there was no Infant/Toddler certified educator. An educator explained that they were enrolled into schooling to become an IT educator. No staffing exemptions are in place. The Infant and Toddler educator in the "Toddler Room", adjacent to the "Baby Room" explained that they moves back and forth through the rooms as required to cover breaks.
14030 - CCLR s.34(2)(b) - RECORDS AND REPORTING
The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation. Staff were unaware of when one care plan was last reviewed. Additionally, Child B had emergency medication on site but no written instruction or medication form to guide staff in dosage or times of administration.
Corrective action. Licensing discussed the intent of care plan review and location of emergency medication. The staff said that they will review the care plan with parent to ensure they all information is relevant and up to date.
19260 - CCLR s.58(2)(b) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation. One of four staff files did not contain character references for an employee.
12050 - CCLR s.19(1)(b) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation. Two of four staff files reviewed did not have immunization declaration.

Observation. On both days of routine inspection the ratio of employees to children attending in the Infants and Toddlers (IT) classrooms was not meeting the requirement of the Child Care Licensing Regulation, Schedule E. Staff with the following qualifications were working in each IT room. Toddler Room ( upstairs)- Two ECE staff Infants Room -1 (downstairs)- One IT and one ECEA Staff Infants Room -2 (downstairs)- Two ECE staff
Corrective action. Ensure that ratio of employee to children attending in community care facility is no less than that premitted in Schedule E.

A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (a) the diagnoses relevant to the child's requirement for extra support, as made by health care professionals.
Observation. Licensing observed during inspection on Jan. 19, 2022, there was no care plan was available for a child requiring extra support. Staff working with the child denied having any care plan to follow information and directions.
Corrective action. Ensure that each child requiring extra support have a care plan in place and accessible to staff providing support to the child.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. The following were observed today during their Spring Carnival that could risk the transmission of virus or infection. -Carnival activities were set up in 5 rooms. Groups of children were rotating to participate in the activities. Licensing observed that toys or equipment used for Carnival was not cleaned or sanitized between the groups. - Infant/Toddlers stroller was not sanitized before second group of children was seated in it. - A box of cup cakes was left uncovered in the hallway .
Corrective action. Ensure healthy and safe environment is provided at all time while children are in care.
11010 - CCLR s.13(1) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation. Review of facility records observed that there is no documentation of Fire Drills for the month of January and February, 2021. Records regarding annual Emergency disaster drill was also missing. Manager said they have not practiced an emergency drill for year 2020.
Corrective action. Ensure that emergency and fire drills are conducted and keep records of drills including, date, time, number of children & staff participated in the drill.
13050 - CCLR s.56(1)(c) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. Three children that were in attendance at the time of inspection were not signed in on the app used by the facility.
Corrective action. Ensure attendance records are complete.
