    Observation. Staff did not promote or maintain the dignity of a child when a video of a child using a toilet was shared with several persons without the parent’s consent.

    Corrective action. Licensee to submit a written response addressing the contravention.

  • Despite this section, during the half hour before a care program begins and the half hour after a care program ends, a licensee may permit children who would otherwise be grouped in different care programs, and who are arriving at or leaving the community care facility, to be grouped together and supervised other than as required under Schedule E if (a) the care program is described as Multi-Age Child Care, Group Child Care (Under 36 Months), Group Child Care (30 Months to School Age) or Group Child Care (School Age).

    Observation. Licensing observed that children were combined from the 30 Months to School Age and Under 36 Months programs after the facility opened for periods greater than 30 minutes on an ongoing basis.

    Corrective action. Licensee to submit a written plan outlining how the facility will maintain compliance.

  • EQUIPMENT AND FURNISHINGS

    A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

    Observation. -A plastic playhouse had a broken piece exposing sharp edges. -A wooden playhouse is producing splinters. -Wear and tear on a wall in the over three program exposing drywall; accessible to children in care.

    A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

    Observation. Licensing observed expired food in the emergency kit. The manager says that parents provide food and water for the children and that kits are sent home for updating. Systems to ensure food does not expire will be implemented.

    Corrective action. Ensure established safety plan is up to date at all times.

    A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

    Observation. The following items in the children's outdoor play space were observed to be in poor repair: - a wooden playhouse is missing a wooden window ledge and the wooden supporting brackets are projecting outward at children's height and could pose a hazard if a child fell toward them - a low riding child's bike accessible to the infants and toddlers is missing the pedals, exposing the metal footholds and could pose a hazard if an infant or toddler fell toward them

    Corrective action. Ensure that the children's equipment is in good repair.

    Observation. Licensing observed the following during today's inspection; - A rusty bike in outdoor toys - Wooden playhouse is exposing nails and a part is broken

    Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.

    Observation. Upon arrival Licensing observed there were 10 children in Group Child Care 30 months to school age program with one staff. Manager came few minutes later as a second staff to meet the ratio requirement. Manager said that one staff had to leave due to unforeseen circumstances and there was no coverage available for 30 minutes period.

    Corrective action. Please ensure that the ratio of ECE/ECEA staff is no less than that is permitted in Schedule E.
