A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.

Observation. Four qualified educators did not have their certificates posted.

Corrective action. Ensure all qualified educators have their certificates posted.

A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.

Observation. Five children's files and emergency cards reviewed and all photo's were not up-to-date resulting in potential difficulty to readily identify children in an emergency.

Corrective action. Ensure photographs are available and up-to-date.

A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.

Observation. Fire drill records reviewed identified a missing practice for the month of October.

Corrective action. Ensure fire drills are conducted and recorded monthly.

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)

Observation. Four qualified staff files were reviewed and none had evidence of validation available.

Corrective action. Ensure staff files are complete including ECEA and ECE validation.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

Observation. Five staff files were reviewed and one file did not have a Criminal Record Check available.

Corrective action. Ensure all staff files are complete including Criminal Record Checks.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

Observation. A support worker who works alone with a child does not have a criminal record check available for review.

Corrective action. Manager said that a CRC clearance was obtained, however, is unavailable for review/ inspection.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

Observation. Licensing observed 3 staff files and noted that one did not contain a Criminal Record Check. The Manager said that the CRC has been applied for and they are awaiting clearance.

Corrective action. Ensure staff files are complete.

Observation. The name of the manager is not posted.

Corrective action. Ensure to display the name of the manager in a prominent place.

A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].

Observation. Staff could not confirm when the annual emergency drill was last practised and a record was not available to review.

Corrective action. Ensure to keep a record of annual emergency drills.

A licensee must have in writing from a parent, and maintain at the community care facility, consent (a) to call a medical practitioner or ambulance in case of accident or illness if the parent cannot immediately be reached.

Observation. Of the children's records reviewed, two did not include medical consent from a parent to call a medical practitioner or ambulance in case of accident or illness if the parent cannot immediately be reached.

Corrective action. Ensure to obtain medical consent from a parent for each child.

A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.

Observation. Of the children's records reviewed: - two did not include the phone number for the medical practitioner - four did not include emergency contact information

Corrective action. Ensure to keep, for each child, a record showing the name and phone number of the child's medical practitioner and emergency contacts.

The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.

Observation. Staff were unaware of whether or not a care plan was reviewed annually with the parent or any person requested to by the parent.

Corrective action. Ensure that care plans are reviewed at least once each year with a parent of the child requiring extra support and any person requested by the parent.

Observation. Licensing determined fire drills were not practiced according to legislative requirements.

Observation. Review of 7 children files observed 2 children were missing their Medical Insurance Plan (MSP) number on file.

A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.

Observation. Review of 7 children observed 2 children were missing doctor's name and phone number.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

Observation. Review of 3 staff files observed one staff missing copy of criminal records clearance CRC) on file.

Corrective action. Ensure all staff files are complete prior to their start of employment. Please submit a written plan to address this contravention as the staff cannot work alone with children until copy of CRC is obtained.

Observation. Random review of staff files observed one staff was missing a copy of Criminal Records Clearance (CRC) on file.

Corrective action. Ensure staff files are complete. Please ensure that staff cannot be left alone with children until a copy of CRC is obtained.
