• EQUIPMENT AND FURNISHINGS

  A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

  Observation. The following were observed during today's inspection; - Plastic bags and toilet cleaner stored under the washroom sink accessible to children. -Diaper rash cream and plastic bags to dispose diapers accessible to children outside the washroom on small trolley.

  Corrective action. Licensee will have systems to provide healthy and safe environment for children while in care.

• POLICIES AND PROCEDURES

  A licensee must (a) ensure that a community care facility has (i) emergency exits that meet the requirements of the BC Building Code, and (ii) a fire drill system that is approved as definedby section 31 of the Fire Services Act.

  Observation. Fire extinguisher require annual inspection.

  Corrective action. Licensee will get the fire extinguisher inspected.

• STAFFING

  A licensee must ensure that each employee (a) is trained in the implementation of the fire drill system and emergency plan described in subsection (1), including the use of any equipment noted in the fire drill system and emergency plan.

  Observation. Substitute staff was unable to locate emergency supplies.

  Corrective action. All substitute staff will be trained about the em emergency plan procedure, including evacuation drill with the supplies.

  A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.

  Observation. A record of the person's work history was not obtained for ECE Assistant staff.

  Corrective action. Please ensure that all staff files are complete.

• EQUIPMENT AND FURNISHINGS

  A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

  Observation. In the outdoor play space the fence panels on both the east and west sides of the yard are beginning to rot. Numerous boards are at the point of becoming detached and some boards are falling out.

  Corrective action. Ensure the facility is in good repair at all times.

  Observation. In-Home Multi-Age CC, incl. none under 12 mo. - Maximum group size of 8 was exceeded.

  Corrective action. Ensure the facility does not exceed it's maximum capacity of 8 at any time.

  A licensee must do all of the following: (b) operate the community care facility in a manner that will promote (i) the health, safety and dignity of persons in care,

  Observation. There were more than 3 children under 36 months old.

  Corrective action. Ensure that the facility does not exceed more than 3 children under 36 months old at any time as per Schedule E in the Child Care Licensing Regulations.

• POLICIES AND PROCEDURES

  A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].

  Observation. The facility has not documented a fire drill since July 2021. The Licensee stated that a drill was conducted in August but not recorded.

  Corrective action. Ensure to conduct and document fire drills monthly.

  A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)

  Observation. Early Childhood Educator certificates have not been validated for one or more employees.

  Corrective action. Ensure all staff files are complete.

  Observation. Criminal Record Check not obtained for one staff member on site.

  Corrective action. Ensure all staff have a valid, site specific Criminal Record Check.

  A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.

  Observation. Immunization status was not obtained for one or more employees.

  Corrective action. Ensure staff files are complete.

  A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.

  Observation. The water temperature in the children's washroom was 52.1 degrees Celsius.

  Corrective action. Ensure that the heated water accessible to children is heated to no more than 49 degrees Celsius.

• RECORDS AND REPORTING

  A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.

  Observation. Licensing reviewed four children's files. There are no photographs or digital images for these children.

  Corrective action. Ensure all children's files are complete.

• STAFFING

  A licensee must do all of the following: (a) employ at a community care facility only persons of good character who meet the standards for employees specified in the regulations.

  Observation. There was a staff member on site with no documentation on file to demonstrate the individuals character and skill requirements.

  Corrective action. Ensure that staff files are complete with a criminal record check, character references, resume, immunization status and any applicable training certificates.
