13020 - CCLR s.22(1)(b) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation. Upon review of several children's records, one is missing the name and telephone number of a medical practitioner and two were missing emergency contacts.

19070 - CCLR s.57(2)(a) - STAFFING
The licensee must not permit a person over the age of 12 to be ordinarily present on the premises of a community care facility while children are present, unless the person is of good character and the licensee has obtained a criminal record check for that person.
Observation. A criminal record check for a person over the age of 12 who is ordinarily present is not available.

12160 - CCLR s.20(1) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation. There was no immunization status available for review for one staff.

Observation. At the time of Licensing's arrival there were 8 children in care. This facility is licensed as a family child care and can only have a maximum capacity of 7 children at one time.
Corrective action. The Licensee stated this will stop immediately.

A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation. Licensing observed that there was no record of a emergency drill being practiced for the year 2022. The Licensee informed Licensing that an emergency drill was implemented in November 2022 but not documented. Licensing had a discussion on ensuring that all fire and emergency drills are recorded.
Corrective action. Ensure that current records are kept for fire and emergency drills.
13050 - CCLR s.56(1)(c) - POLICIES AND PROCEDURES
A licensee must (a) ensure that a community care facility has (i) emergency exits that meet the requirements of the BC Building Code, and (ii) a fire drill system that is approved as definedby section 31 of the Fire Services Act.
Observation. Licensing observed that the fire extinguisher has not been serviced annually. The Licensee informed Licensing that the fire department came, sometime last year, to service it however, there was no evidence that Licensing could review to confirm it. Licensing had a discussion on what would meet the intent of this regulation.
Corrective action. Enure that a fire drill system has been approved as defined by section 31 of the Fire Services Act.

A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. Upon a random review of six days of the attendance records for the months of April and May, Licensing observed three days that children were not sign out. Education provided again on the importance of ensuring that attendance records are accurate as it is part of active supervision. This is a repeat contravention.
Corrective action. Ensure that attendance records are accurate on a daily basis.

Observation. Licensing observed the following that are accessible to children in care:- - A big wire reindeer outside in the cement area. Potential to fall on a child and hurt them. - A big adult shovel in the outdoor grass area close to a plastic climber. - Toilet bowl scrubber beside the toilet. - A shelf in the main play area that is not secured to the wall. The shelf was secured however, the screw has come out of the wall.
Corrective action. Please ensure that a healthy and safe environment is provided at all times while children are in care.
11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Licensing observed two wooden children's chairs, in the kitchen area, that are chipped at two corners.
Corrective action. Please ensure that all furniture, equipment and fixtures within the community care facility are clean and in good repair.
11020 - CCLR s.13(2) - POLICIES AND PROCEDURES
If a person prepays part of the cost of services provided by a class of community care facilities designated by the Lieutenant Governor in Council, the licensee must, at the time of the prepayment, deliver to the person a written statement setting out the terms and conditions on which a refund of all or any of the prepayment will be made.
Observation. The Licensee did not provide to the parents a written statement outlining the terms and conditions of refund at the time of prepayment.
Corrective action. Please ensure that parents receive a copy of the prepayment agreement.

Observation. Upon a random review of four out of ten children's records, Licensing observed one child's record missing a photograph and digital image. Licensing provided education that it is the responsibility of the Licensee to ensure that for each child a photograph is available.

Observation. Licensing observed that a fire drill was not practiced for the months of October 2021 and March 2022. The Licensee informed Licensing that they were away for a week in March 2022 and another staff was working. Licensing provided education that a fire drill needs to be practiced at least once each month.
Corrective action. Please ensure that each employee practices implementing the fire drill system at least once each month.
