  Observation. Licensing observed a cleaning solution bottle in an unlocked cupboard.

  A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.

  Observation. Licensing observed a child eating their snack however, the child did not wash their hands prior to eating the snack.
