- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing measured the fridge temperatures as follows; - 6.6 degrees Celsius and 7 degrees Celsius in two of the group child care (under 36 months) programs - 5.5 degrees Celsius in the group child care (30 months to SA) program.
Corrective action. A corrective action plan to be submitted to Licensing on how this contravention has been addressed.
11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. Licensing observed the following that are accessible to children; - One child's emergency medication in their backpack stored in their cubby - one child's emergency medication in the first aid backpack which is stored in the cubbies - diaper rash creams in an unlocked bathroom cupboard

11200 - CCLR s.17 - LICENSING
A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager. Observation (CORRECTED DURING INSPECTION): The Manager's name was not displayed anywhere within the community care facility.
Corrective action. The Manager posted their name in a prominent place in the community care facility.
10050 - CCLR s.11(1) - OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation. Upon discussion with the Manager and a staff, Licensing observed that there is no Infant and toddler educator in one of the group child care (under 36 months) programs. Therefore, the staff to children ratio is not being met as per outlined in Schedule E.
Corrective action. A corrective action plan to be submitted to Licensing on how this contravention has been addressed.
14030 - CCLR s.34(2)(b) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. Insufficient food and water in the on wheels emergency bag for 72 hours for the number of children in care.
Corrective action. A corrective action plan to be submitted to Licensing on how this contravention has been addressed.
13020 - CCLR s.22(1)(b) - RECORDS AND REPORTING
In respect of a record referred to in this Division, a licensee must (c) produce records, on demand, to the medical health officer.
Observation. The Manager was unable to locate the fire and emergency drills for a program therefore, Licensing was unable to review the fire and emergency drills for the program.

19340 - CCLR s.59(c) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation. Upon a random review of four children's records, Licensing observed the following; - one child's emergency contact information was not obtained - one child's emergency contact's telephone number was not obtained

19100 - CCLR s.57(2)(d) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation. Upon a random review of four children's records, Licensing observed that one child's photograph was not obtained.

19160 - CCLR s.57(2)(i) - RECORDS AND REPORTING
A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.
Observation. One child's care plan does not include the course of action recommended by health care professionals for a child requiring additional support.

19220 - CCLR s.58(1)(b) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. Children are not identified as absent on the attendance records.
Corrective action. The Manager will ensure that attendance records are accurate on a daily basis.
19090 - CCLR s.57(2)(c) - STAFFING
A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation. Upon a random review of three records, Licensing observed that one staff's certificate has not been verified through the ECE BC registry.
Corrective action. A corrective action plan to be submitted to Licensing on how this contravention has been addressed.
12140 - CCLR s.19(4)(a) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. Upon a random review of three staff records, Licensing observed that criminal record checks were not obtained for two staff.
Corrective action. A corrective action plan to be submitted to Licensing on how this contravention has been addressed.
12040 - CCLR s.19(1)(a) - STAFFING
Despite this section, during the half hour before a care program begins and the half hour after a care program ends, a licensee may permit children who would otherwise be grouped in different care programs, and who are arriving at or leaving the community care facility, to be grouped together and supervised other than as required under Schedule E if (a) the care program is described as Multi-Age Child Care, Group Child Care (Under 36 Months), Group Child Care (30 Months to School Age) or Group Child Care (School Age).
Observation. Upon discussion with the Manager and staff, Licensing observed the following; - the group child care (30 months to SA) program sometimes walks through the group child care(under 36 months) to access the outdoor playground. - one day a child in the group child care (30 months to SA) program was in the group child care(under 36 months) for most of the day Mixing of groups longer than 30 minutes (at the beginning and/or end of the day).
Corrective action. A corrective action plan to be submitted to Licensing on how this contravention has been addressed.
