    Observation. One diaper change mat has feces left on the surface, and other diaper mats have material covers that make it difficult to clean and sanitize between each use. Diaper change mats must be cleaned and sanitized between each use to ensure the health and wellbeing of children. Submit by March 06, 2026, confirmation that the diaper mats are cleaned and sanitized between each use.

    Observation. Character reference checks for one educator are not complete. Reference checks are required for all employees to ensure they have the skills, experience, and knowledge for their position. Submit by March 09, 2026, confirmation that the missing character reference checks have been completed.

    Observation. Permission to contact a medical practitioner or ambulance in an emergency is missing for one child. Written consent must be provided for employees to call a medical practitioner or ambulance in the case of an accident or illness if the parent cannot be immediately reached. A current photo or digital image that can be used to identify a person in an emergency is required for each child .     Observation. The Child Care Licensing Regulation requires the Licensee to keep current records for each child. Child records were reviewed during the inspection and one child was missing the name and phone number of a medical practitioner, and another child's records were missing the child's medical insurance number. Confirm that all records have been reviewed and missing information has been recorded and establish a system to ensure ongoing compliance with the Legislation. The Licensee is required to keep a daily log of the play space checks completed. The play space logs were reviewed during the inspection, there were several days the logs were not completed. Review current systems to ensure processes in place are being followed by facility employees.

    Observation. The Licensee is currently operating two infant/toddler programs, however one employee is not suitably qualified as they do not hold an Infant/toddler certificate to practice issued by the BC Early Childhood Registry.

    Observation. The cleaning product used to sanitize the diaper mat and washroom is not being used in accordance with the manufacturer's instructions, therefore not sufficiently sanitizing the surface.

    Observation. Employee records were reviewed and some required information was missing, such as reference checks, immunization status, and criminal record checks.

    Observation. Child records were reviewed, and some required information was missing or not able to be recorded. One child did not have any emergency contacts recorded. Parents/guardians are not able to record the details of persons not permitted access to their child. One child's family court order was expired. Two employee criminal record checks were missing. The missing criminal record checks were confirmed during the inspection, however the records were not in a single location at the facility.

    Observation. The diaper mat has a tear in the plastic cover. The wooden barrier along the stage is not secured, so poses a risk to children.

    Observation. Employee files were reviewed, some required records were missing, including criminal record checks and reference checks. There is no record that employees practiced the fire drill in the month of December. There is no record that employees practiced the emergency plans in 2022.

    Observation. During the inspection, additional non-compliance was identified regarding the use of the not yet approved outdoor play space. The Licensee advised Licensing of a proposed outdoor play space change on August 05, 2022. During the inspection, Licensing observed the outdoor play space being used by children in care. This space has not been inspected or approved by Licensing.

  • C10.2 - Are children supervised, and are employee to children ratios maintained?Critical

    Observation. During the inspection, additional non-compliance was identified regarding employee qualifications. One care program does not have a suitably qualified educator while Group Child Care (under 36 months) is operating. The Multi-age care program does not have a suitably qualified educator 2-3 days per week. During the inspection, additional non-compliance was identified regarding supervision. Children were placed in a sleep room and not monitored for approximately 25 minutes. This was corrected during the inspection when an employee placed the baby monitor in the sleep space.

  • C7.1 - Is the facility safe, sanitary, free from hazards, in good repair, and appropriate for the age and development of children?Non-critical

    Observation. During the inspection, additional non-compliance was identified regarding the equipment being in good repair. The diaper mat has a small split in the impervious surface.

  • C2.1 - Are written policies and procedures in place to guide employees in all matters regarding the care and supervision of children?Non-critical

    Observation. During the inspection, additional non-compliance was identified regarding the practice of monthly fire drills. There is no record that all employees practiced implementing the fire drill in the month of August.

    Observation. During the inspection, additional non-compliance was identified regarding the Licensee not reporting a reportable incident to Licensing. A child was missing and not able to be found for up to 10 minutes. This incident was reportable to Licensing as defined in CCLR Schedule H and was not reported to Licensing as required. The complaint outlined concerns regarding bites from peers were not being recorded. The Licensee confirmed that not all minor incidents were being recorded consistently - Substantiated.

    Observation. The Licensee has changed the Manager and has not notified Licensing. Staff confirmed since September 2021, the outdoor play space used by the children was no longer the park across the street. The Licensee did not notify Licensing of this change.

    Observation. The infant/toddler program is operating without an educator who holds an Infant/Toddler certificate.

    Observation. The mattress protector covers are not being applied to the mattresses, therefore making it difficult to appropriately clean.

    Observation. Staffing records were incomplete. Some staff files were missing criminal record checks, first aid certificates, validation of Early Childhood Educator certificate, and reference checks. There was no evidence a staff member working on their own, has a current first aid certificate.

    Observation. A staff member had a positive COVID-19 result. The Licensee did not notify Licensing of the reportable incident. A child's registration information was missing the child's medical health insurance number. No child registration allowed a space for parents to record who does not have permission to access the child. The daily, monthly play space inspections have not been completed since September 2021.
