    Behavioural guidance is appropriate to the age and development of each child. [CCLR Sec.51(1)(a)]

    Observation. LO observed one staff sitting on a chair watching children. A group of 3 children were running around the classroom yelling and screaming at each other. The staff did not intervene to redirect the children to a focussed activity. The group of children got louder and more aggressive with one another to which the classroom appeared chaotic. The same children initiated a game of marbles with one another. Two children went to the carpet space where they set up the wooden chairs to use them as a shield while the other child used the tent as a space to hide. First, the children rolled the marbles across the floor to one another and then they began to throw the marbles across the room. The staff did not intervene to stop the inappropriate play and remained sitting at the table with a child who was having snack. It appears that the staff is lacking the training and experience necessary to manage or work with children.

    Children are adequately supervised by qualified employees in sufficient numbers to meet the needs of each child. [CCLR Sec.34(1)]

    Observation. LO observed one staff sitting on a chair watching 8 children. LO asked how many children were in attendance to which the staff stated 8 however 9 children were observed in the program. The staff appeared to be unaware that there were 9 children in attendance. The children in the classroom space appeared to be not engaged and unfocused as they were running around the room yelling and screaming at each other. The staff did not intervene to redirect the children's behaviour to a focussed activity instead she continued to sit and engage with a child who did not require her attention. There appeared to be inadequate care and supervision provided by the staff to the children in care.

    Observation. LO observed that copies of certificates, of Early Childhood Educators are not prominently displayed in the facility.

  • PHYSICAL, EQUIPMENT AND FURNISHING / Play Area, Materials and EquipmentNon-critical

    All indoor and outdoor play materials and equipment accessible to children are suitable for the age and development of the children, safely constructed, free from hazards and in good repair. [CCLR Sec. 16(4)]

    Observation. LO observed that the indoor play materials and equipment accessible to children are not suitable for the age and development of a school aged child. The children appeared to be using the play materials and equipment inappropriately. For example, a group of children were dragging the circus tent around in circles and kicking the tent in while another child was inside. Another wooden toy was used to act as a shield during play with marbles. Discussed with Manager to consider switching out the Preschool aged play materials and equipment for age appropriate school age play materials and equipment.

    There is an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency. [CCLR Sec. 22(1)(b)]

    Observation. LO observed that the facility has no emergency plan in place. In the event of an emergency, there are no emergency supplies available such as food and water rations for children and staff.

    Children are provided with a comprehensive and coordinated program of indoor and outdoor activities that is designed for the development and care of the children, and is appropriate for the age and development of the children. [CCLR Sec. 44(1)(a)(b)(c) and Schedule(G)]

    Observation. Upon arrival to the facility, LO observed a staff sitting on a chair watching children. The classroom space did not appear to be set up as the chairs were stacked on top of the tables and there were no activities set up on the carpet areas. Discussed with Manager the importance of providing a program of activities that encourages the physical, intellectual, language and emotional development of children.

  • RECORDS AND REPORTING / Records For Each ChildNon-critical

    A record for each child containing the name and telephone number of a parent, medical practitioner and emergency contact is not kept.     Observation. LO observed no evidence that an Early Childhood Educator certificate has been verified by the registry for 1 staff

    Observation. LO observed no evidence that fire drills have been practiced once each month or that the emergency plan has been practiced at least once each year. There is no documentation to support the implementation of the fire and emergency drills.
