Observation. Upon inspection, Licensing observed one staff to have an expired CRC.
Corrective action. The staff was able to show a CRC from the RCMP to mitigate the risk. The Manager will follow up to obtain the CRC from the Criminal Records Review Program

Observation. The care plan was not reviewed annually with the parent or any person requested to by the parent.
Corrective action. The Manager said he would speak with the parent to confirm the plan is the same and record it on the form

Observation. Licensing observed the Manager's file to be missing 2 character references
Corrective action. The Manager said he will obtain 2 more references for the file

Observation. Licensing reviewed 2 care plans and there was no evidence that the plans had been reviewed within one year.

Observation. Licensing reviewed 4 staff files and the following was observed; - The Manager's file only contained evidence of 1 character reference - 2 staff files had no evidence of a character reference The Administration stated that references are contacted but did not document the responses. Licensing had a discussion about ensuring reference checks are documented.
Corrective action. Please ensure staff files are complete with their required documents.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Upon inspection there were various heavy items on top of shelves that posed a fall hazard in the event of an earthquake.
Corrective action. Please ensure a healthy and safe environment is provided at all times while children are in care.
11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Upon inspection: -the front gate latch leading into the facility was loose and the latch was not lining up correctly -large pieces of peeled paint chips off the facility were observed on the grass in the children's outdoor play area -the wooden fence separating the 2 play yards was not secured and moved back and forth when touched that presented a fall hazard.
Corrective action. Please ensure the facility is in good repair.
11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must supply equipment, furniture and supplies that are (b) located so as not to block or hamper an exit in the case of fire or other emergency.
Observation. Upon inspection, the emergency exit door was locked and there was equipment blocking access to the door.
Corrective action. Please do not block or hamper an exit in the case of fire or other emergency.
11090 - CCLR s.15(1)(b) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. Upon review of the daily attendance of one month, there were 4 departure times not recorded.
Corrective action. Please ensure the departure times are recorded.
19090 - CCLR s.57(2)(c) - STAFFING
A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation. Upon review of the staff records, 1 staff did not have her certificate verified and another staff's verification had expired.
Corrective action. Please ensure staff files are complete.
