Observation (CORRECTED DURING INSPECTION): One child's arrival time was not documented in the 3-5 program. Manager corrected this during inspection
Corrective action. Manager said children arrival times will be documented daily.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. Licensing reviewed 4 staff files and observed 2 files contained a valid criminal record clearance letter addressed to another agency. This is a repeat contravention from previous inspection.
Corrective action. The manager said that CRC applications for both staff members will be submitted to the Criminal Record Review Sharing Program, and a copy of the CRC results will be kept in each staff 's file.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. Three staff files were reviewed. One staff file did not have evidence of a valid criminal record check.During the inspection, ECE staff called the manager, who informed that the CRC application had been submitted but the results are still pending. Staff file did not have a copy of CRC application.
Corrective action. Please ensure all staff persons have a criminal record check through the criminal records review branch in Victoria before they start their employment.
12040 - CCLR s.19(1)(a) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation. Three staff files were reviewed. Immunization status was not obtained for one staff.
Corrective action. Plesae ensure there is evidence in staff file that staff has complied with the Province's immunization program.

Observation. Three staff files were reviewed. One staff file was missing character references. During the inspection ECE staff called the manager who said that the references had been verified but not documented.
Corrective action. Please ensure all references are verified and documentated before a staff person starts to work at the facility.

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation. Licensing reviewed 3 staff records and 1 staff's certificate has not been verified by the Early Childhood Educator Registry.
Corrective action. Please ensure that any staff that hold ECE/ECEA certificate issued by the ECE Registry is verified through ECE registry.

Observation. Licensing reviewed a child’s care plan requiring emergency medication which did not include the course of action. Manager was able to verbally explain the steps and course of action that needs to be taken.
Corrective action. Please ensure a care plan is written with the courses of action recommended by health care professionals to address the needs of the child requiring extra support.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. During inspection Licensing observed : -In Multi age #2 several areas on wall in the both rooms had exposed drywall at child’s height -In Mutle age#2 Two electric outlets had no safety covers. (CORRECTED DURING INSPECTION) -One mat used in Multi age#1 had a large tear exposing the foam inside the mat.
Corrective action. Please ensure that healthy and safe environment is provided at all times while children are under the supervision of employees.
11010 - CCLR s.13(1) - POLICIES AND PROCEDURES
A licensee must have all of the following: (b) an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. Most of the food items in the emergency supplies box were past their exipration dates. Licensee stated that new supplies will be added.
Corrective action. Please ensure to have an emergency plan and enough supplies to prepare for, mitigate, respond to and from any emergency.
13020 - CCLR s.22(1)(b) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation. Licensing reviewed seven children files. Two children files were missing a photo.
Corrective action. Please ensure each child has a photo that can be used to readily identify the child in an emergency.

A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.
Observation. During a review of the fire drill records, Licensing observed for the months of June 2020, August 2020 and February 2021 fire drills were not practiced.

- EQUIPMENT AND FURNISHINGS
A licensee may use the same outdoor play area at the same time for more than one care program if the care programs are of the same type as prescribed in Column 1 of section 1 of Schedule E. Observation (CORRECTED DURING INSPECTION): At the time of the inspection, the 30 months to school age program was combined in the outdoor play space with the multi-age programs. Licensing advised that only programs from the same service type can be combined in the outdoor play space, granted that there is sufficient square footage.
Corrective action. Please ensure programs from the same service combine in the outdoor play space.
11151 - CCLR s.16(2.1)(a) - OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation. Licensing confirmed ages of the children in care today by reviewing registration forms. Upon review, Licensing observed that there for 4 children under the age of 3 in both multi-age programs. For the multi-age service type, there can only be 3 children under the age of 3. Licensing is requesting a written response by today advising on compliance. During the inspection the manager implemented a safety plan.
Corrective action. Please do not exceed more than 3 children under 3 in the multi-age programs.
14020 - CCLR s.34(2)(a) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation. Licensing reviewed 3 staff files and observed that record of immunization was missing for one staff. This is considered a repeat contravention as it was coded on the last routine inspection.
Corrective action. Please obtain, from each staff, record of immunization status prior to employment.
