- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. During inspection Licensing observed the following: Indoor area: -Content of the staff bathroom and hot water tank closet were accessible to children as the exterior door locks were broken. The manager contacted the building manager, and repairs began during the inspection. -Diaper creams were stored within children's reach. Manager corrected this during inspection. -Some of the mats used for sleeping are torn at the edges and cannot be sanitized effectively. Outdoor area: -The outdoor carpet edges were curled at two corners, creating a potential tripping hazard. Staff removed the carpet during inspection -The carpet used to cover the base of the deck posts had loose strings coming out of it. One piece of detached string was observed on the floor. Staff corrected this during inspection
Corrective action. Manager said the sleep mats will be repaired.
11010 - CCLR s.13(1) - RECORDS AND REPORTING
A licensee must notify the medical health officer within 24 hours after (a) a child is involved in, or may have been involved in, a reportable incident described in Schedule H while under the care or supervision of the licensee.
Observation. Licensee did not notify the licensing officer within 24 hours of a reportable incident related to service delivery, per CCLR Schedule H. This was documented in the minor incident log book.
Corrective action. Manager said reportable incidents will be reported within 24 hours.
19030 - CCLR s.55(2)(a) - RECORDS AND REPORTING
A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.
Observation. No care plan was available for one child requiring emergency medication. Manager could verbally explain why the medication is used, but was unable to explain the circumstances under which it would need to be administered.
Corrective action. Manager said the care plan will be updated and a copy will be kept in the child’s file.
19220 - CCLR s.58(1)(b)

- STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation. Licensing reviewed three staff files. There was no evidence that the staff reference checks had been verified. This was discussed in inspection # SMIA-CRHPX9 dated 4 May 2023. The Manager said that she had contacted all the references but did not document it by writing it down.
Corrective action. Manager said she will make notes of the dates and times of when she contacted the references in staff file.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. During inspection of the outdoor play area Licensing observed an opening measuring 4 inches under the cement floor. 2 toys were observed inside this hole. Licensing is concerned it poses as an entrapment hazard. Manager said that she is going to come up with a plan to make this opening inaccessible to children. Licensing also observed the following items accessible to children in the outdoor play area: -2 pieces of broken balloons -6 broken pieces of wrapper -1 old used band aid -1 plastic bag -1 old Desiccant pack - All these items were removed immediately by the manager during the inspection.
Corrective action. A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
11010 - CCLR s.13(1) - OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation. During inspection Licensing observed there was one Infant & toddler certified educator and 2 Staff with ECEA certification. One ECEA staff had applied for ECE license through ECE Registry but has not received ECE license yet. Licensing saw evidence of this application on the Manager's phone. Exemption process was discussed with the Manager.
Corrective action. Please ensure that the ratio of employees to children attending a care facility is no less than that permitted in Schedule E
14030 - CCLR s.34(2)(b) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. The servicing decal on the two fire extinguishers expired on April 25, 2023. This is a repeat contravention from routine inspection # SMIA-CDNTSD dated 20 April 2022.
Corrective action. Ensure the fire extinguishers are serviced annually.
13020 - CCLR s.22(1)(b) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. Licensing reviewed four staff files and observed that, while one staff's CRC was valid and not expired; it was not addressed to this facility. Manager informed that the sharing process had been initiated in February 2023 and are waiting for the CRC results. This is a repeat contravention from routine inspection # SMIA-C3TM5U dated 8 June 2021.
Corrective action. Please ensure that all staff have a current record of a criminal record check addressed to the community care facility.

- EQUIPMENT AND FURNISHINGS
A licensee providing a care program to any child younger than 36 months of age must provide a separate sleeping area located away from any activity area.
Observation. Licensing observed that the approved and designated sleeping area is being used for storage purposes. Manager stated that currently nap area is not being used for children as most children sleep during the same time frame and when a child requires an earlier nap the main play area is used for sleeping. Licesning discussed having separate sleeping area accessible to infants and toddlers at all times.
Corrective action. Please ensure a separate sleeping area located away from any activities is available for children at all times.
11130 - CCLR s.15(3) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. The two fire extinguishers in the facility were scheduled to be serviced by March 3,2022.
Corrective action. Please ensure all fire extinguishers used as part of your facilities emergency plan are serviced annually
13020 - CCLR s.22(1)(b) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation. Upon review of four children's records, one file did not have a start date recorded.
Corrective action. Please ensure children's files are complete when they start attending the facility.
19080 - CCLR s.57(2)(b) - STAFFING
A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation. During review of four staff files Licensing observed that one staff's recently renewed ECE certificate was not verified through the ECE Registry.Licensing provided education that whenever a ECE certificate is renewed it needs to be validated through the Early Childhood Educator Registry.
Corrective action. Please ensure that an educator or an assistant holding a certificate issued under Division 2; must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry.

- LICENSING
A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager. Observation (CORRECTED DURING INSPECTION): Name of the manager was not posted.
Corrective action. Name of the manager must be posted in a prominent place in the facility. Manager was not aware of this requirement and licesning reviewed the legislation with the manager. During the inspection name of the manager was posted by the manager.
10050 - CCLR s.11(1) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. Two staff records were reviewed. Manager file had no evidence of a criminal record check.
Corrective action. All staff must have a valid criminal record check in their file before they start employment. Manager cannot work alone with children until criminal record checks results are received.
