- EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Licensing Observed the following: Indoors: - Cobwebs on the ceiling above the window in the kitchen area and between the base of the washer and the cabinet which was within children's reach . Manager removed the cobwebs during inspection - Piece of floor moulding was missing at the entry way to the play area. -Lower slats of the blinds on two windows in the play area were bent. - Elliptical was stored in the corner of the play area . Manager said this is temporarily placed in the room and will be removed.
Corrective action. Manager said a plan will provide Licensing with a plan to fix the above items
11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must supply equipment, furniture and supplies that are (b) located so as not to block or hamper an exit in the case of fire or other emergency.
Observation. Licensing observed that the secondary exit was partially blocked by stored household items and the manager had to open with the latch from the other side as the gate would not easily open for Licensing. Licensing discussed with the manager that this is a repeat contravention from Routine Inspection dated January 17, 2023 and June 10,2024.
Corrective action. The manager said the household items blocking the secondary exit will be cleared
11090 - CCLR s.15(1)(b) - EQUIPMENT AND FURNISHINGS
A licensee must have at least 6m² of outdoor play area for each child.
Observation. During inspection of the outdoor play area, Licensing observed that the entire area was being used for storage of personal household items. The manager said children have not used the outdoor play space since May 1st 2025 because of the stored items and that children have been using a nearby away play space daily instead.
Corrective action. Manager said a plan will be provided to Licensing for use of away play space until the outdoor space is cleared of stored items
11140 - CCLR s.16(1) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation. Licensing checked three staff files and one staff was missing evidence of character references being verified. Manager said character references were checked but was not documented
Corrective action. The manager said the staff file will be updated
12050 - CCLR s.19(1)(b) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation. Licensing checked three staff files and immunization status was not obtained for one staff.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Children had access to blackberry bush branches and overgrown weeds in the outdoor play area. The indoor play area's carpet edges are curling, creating a tripping hazard.
Corrective action. Manager said that the blackberry branches & weeds will be removed today and carpet edges will secured down.
11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must supply equipment, furniture and supplies that are (b) located so as not to block or hamper an exit in the case of fire or other emergency.
Observation. Licensing observed that secondary emergency exit was partially blocked by household items such as adult walker, containers, boxes,etc. Staff said fire drill was conducted this morning and items blocking the exit were removed before the drill practice and placed back immediately after.This is a repeat violation from inspection #SMIA-CN7S5B dated 17 January 2023.
Corrective action. Manager said the secondary exit will be cleared of all the stored items by the end of today and photos will be emailed to Licensing.
11090 - CCLR s.15(1)(b) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation. Preschool fire drill records for the months of January, February & March were missing. Licensee contact said that fire drills were done on the same day as the School age program but they were not recorded.
Corrective action. Licensee contact said fire drills will be recorded each time fire drill is practiced monthly
13050 - CCLR s.56(1)(c) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation. 3 children files were reviewed,1 child's file was missing medical insurance plan number.
Corrective action. Manager said that they will contact the parent to provide medical insurance plan number.
19070 - CCLR s.57(2)(a) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation. 3 children's files were reviewed, 1 child's file was missing Dr. information.
Corrective action. Manager said they will contact the parent today for doctor information and if the child does not have a Dr; then name of a walk in clinic will be noted instead.
19100 - CCLR s.57(2)(d) - RECORDS AND REPORTING
In respect of a record referred to in this Division, a licensee must (b) keep a record other than one referred to in paragraph (a) in a place from which it can be retrieved within a reasonable time, on request.
Observation. One staff ECE certificate was not available for licensing review during the inspection.
Corrective action. Manager said staff does have a valid ECE certificate but it is not kept on site. She said that copy of the certificate will be kept at the facility.

A licensee must supply equipment, furniture and supplies that are (b) located so as not to block or hamper an exit in the case of fire or other emergency.
Observation. Licensing observed the secondary emergency exit was partially blocked with numerous items i.e. empty cardboard boxes, unused toys, recycling items, ladder, gardening equipment & supplies. During inspection the Licensee contact was observed organizing and clearing the emergency exit area. This is repeat contravention from # SMIA-CN7S5B dated 17 Jan 2023 and # SMIA-CPJM3G dated 1 March 2023. Licensee contact said that the evacuation area will be cleared today.
Corrective action. A Licensee must not obstruct an exit used for evacuation in the event of a fire or other emergency.
11090 - CCLR s.15(1)(b) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance. Observation (CORRECTED DURING INSPECTION): During inspection Licensing observed that indoor facility was in need of sweeping. Licensing was informed that the facility is vacuumed daily at the end of the day but yesterday the closing staff did not vacuum. The importance of maintaining a standard of general cleanliness was discussed.This was corrected after this was discussed with the Licensee contact. This is a repeat contravention from 2023 # SMIA-CN7S5B dated 17 Jan 2023.
Corrective action. Please ensure that the facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. During inspection Licensing observed: -An open bag of ice/snow salt was stored at the facility's entrance. - In both play areas, children had access to several long and short pieces of loose wooden mouldings with nails attached. Licensing was concerned that it posed as an immediate safety hazard and must be removed. The licensee said that they were kept there as both playrooms were being renovated, but that they will be removed so that children don't have access to them. - One of the play areas was unusable as it was cluttered with lots of toys and equipment stored and strewn across the floor.The licensee stated that this room is currently being reorganized by sorting through all of these toys and equipment. The licensee stated that the play area will be ready for use by this weekend. The licensing officer requested a plan be submitted to Licensing on the completion date.
Corrective action. Licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. During inspection Licensing observed: -Two drawer front faces were unattached due to loose hinges.The Licensee fixed one drawer face during the inspection. - Black mold was visible on the freezer door seal. Licensee said that this freezer will be removed on the weekend as the has purchased a new freezer. Licensing observed a new freezer in the facility. -One door panel on a cupboard used for food/snack storage was missing. The licensee explained that it fell off during play and that she plans to repair it by the weekend. -The refrigerator interior had visible food & liquid stains and items that needed to be thoroughly cleaned. -Facility's overall general cleanliness and clutter was discussed with Licensee. She stated that the facility is cleaned daily but the daycare's recent reorganization has resulted in clutter. The importance of maintaining a standard of general cleanliness was discussed.
Corrective action. Please ensure that the facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must supply equipment, furniture and supplies that are (b) located so as not to block or hamper an exit in the case of fire or other emergency.
Observation. During inspection the secondary emergency exit was blocked with numerous items i.e.unused toys & equipment, recycling items, ladder, garbage,gardening equipment & supplies,folded carpet/mats,etc. The licensee said an alternate secondary egress is currently used. Licensing observed alternate secondary egress was also blocked. Licensing discussed the importance of not storing items in emergency evacuation routes as it can obstruct emergency evacuation.
Corrective action. A Licensee must not obstruct an exit used for evacuation in the event of a fire or other emergency.

A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.
Observation. Care plans were not available for three children
Corrective action. A current care plan must be available for all children who require extra support.
19220 - CCLR s.58(1)(b) - RECORDS AND REPORTING
The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation. Child's care plan was not reviewed annually with the parent or any person requested to by the parent. Licensee said it was recently renewed, however Licensing was not able to see the evidence in child's file.This is a repeat contravention from routinue inspection # SMIA-CB7VEF dated 28 January 2022.
Corrective action. Please ensure that all care plans are reviewed annually.
19260 - CCLR s.58(2)(b) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. The Licensing Officer reviewed 2 staff files. 1 staff's criminal record check had expired last month.
Corrective action. Please ensure that all staff have a current record of a criminal record check.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child. Observation (CORRECTED DURING INSPECTION): During inspection Licensing observed a cupboard with alcohol and other equipment accessible to the children in the main playroom. An unlocked child proof lock was hanging on this cupboard's door handles. During inspection Licensee locked the cupboard with the child proof lock. This is a repeat contravention from routine inspection # SMIA-BZMSWA dated March 30, 2021.
Corrective action. Ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
11200 - CCLR s.17 - OR SUPERVISION
A licensee must ensure that children are supervised at all times by a person who is an educator, an assistant or a responsible adult. Observation (CORRECTED DURING INSPECTION): Upon arrival, Licensing observed the Licensee pull into the facilities driveway and park the car. The licensee left three children in the parked car to go inside the facility to quickly pick up a pack of crackers. Licensing discussed with Licensee that children must be actively supervised at all times.
Corrective action. A licensee must ensure that children are supervised at all times by a person who is an educator, an assistant or a responsible adult.
14060 - CCLR s.39(1) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. During inspection Licensing observed:· Fire extinguishers needed servicing on January 4, 2022.· There were insufficient supplies in the emergency bag to recover from an emergency. Licensee stated that they are aware that emergency supplies needed to be replenished. This is a repeat contravention from routine inspection # SMIA-BZMSWA dated March 30, 2021.
Corrective action. Licensee must ensure that they are following an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
13020 - CCLR s.22(1)(b) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation. Licensing observed there was no evidence of earthquake and fire drill being practiced. The Manager was unable to locate the records and informed Licensing that fire drill is practiced every month but not recorded. Licensing provided education on the intent of the Legislation for keeping current records.
Corrective action. Please ensure that emergency drills are documented each time they are practiced.
13050 - CCLR s.56(1)(c) - RECORDS AND REPORTING
The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation. A care plan for one child was due to be reviewed on August 4, 2021. The staff were able to verbally explain the change in directions in the care plan but these changes were not documented in the child’s file.
Corrective action. Please ensure all care plans are reviewed at least once every 12 months with the family and any person requested by the family.

Observation (CORRECTED DURING INSPECTION): In the playroom during inspection licensing observed a cupboard with alcohol and fishing equipment was accessible to the children. Observation. During inspection licensing observed the facility license and the manager's name not displayed in a prominent place.Licensee found the facility license during the inspection and prominently displayed it.
Corrective action. Community care facility license and manager's name must be displayed in a prominient place.
10050 - CCLR s.11(1) - POLICIES AND PROCEDURES
A licensee must have all of the following: (b) an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. Licensing observed that there is not sufficient supplies in the emergency bag to recover from an emergency. Licensee mentioned that the water allocated for emergency supplies was consumed few days ago; due to the water advisory issued by the city. Licensee was planning to replenish the water and other emergency supplies this week.
Corrective action. Please ensure that there is an emergency plan in place that sets out procedures to prepare for, mitigate, respond and recover from any emergency.

A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius. Observation (CORRECTED DURING INSPECTION): The hot water temperature exceeded 49 degrees Celsius in one of the two washrooms used by the children. The manager turned off the hot water at the time of the inspection.
Corrective action. Please ensure the hot water temperature does not exceed 49 degrees Celsius.

A Licensee must keep (b) a current record of each person to whom the written agreement is delivered in accordance with that section [CCALA s.19] Observation (CORRECTED DURING INSPECTION): Licensing reviewed 6 children's files and observed that record of repayment policy receival was missing from 4 files.
Corrective action. Please keep a record of who received the repayment policy.
19052 - CCLR s.56.1(2)(b) - STAFFING
A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation. Licensing reviewed 3 staff files and observed that criminal record check clearance letters (CRC) expired for the manager and a substitute staff. The manager advised that the applications were submitted for the CRC's, and that in the interim they will not be working alone with the children.
Corrective action. Please ensure CRC's are renewed every 5 years.
