- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. In the IT play room, items were piled in a corner, toys were stacked in an open cupboard & a paint can was stored on the mantle ledge. In the 3-5 program a large sharp-edged rock was lying in the secondary exit pathway. Staff removed the rock during inspection
Corrective action. Manager said that the cupboard doors will remain closed, stored items will be removed & the room will be consistently maintained.
11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must supply equipment, furniture and supplies that are (b) located so as not to block or hamper an exit in the case of fire or other emergency.
Observation. Secondary exit in the infant and toddler program was partially blocked with unused toys & various stored items. This is a repeat contravention.
Corrective action. Manager said there is plan to remove the stored items and will ensure the pathway stays clear.
11090 - CCLR s.15(1)(b) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Outdoor Play Area -Fence is wobbly, with sections of rotten wood. -Shade stand is unstable and can be moved easily. Indoor Areas Infant/Toddler program - Large foam blocks have worn edges with exposed foam. -Dust and debris present along floor edges and underneath the indoor climber; sweeping required. -Wooden surface used to store the diapering pad has thin cracks, making sanitization difficult. 3-5 program -Carpet in the main play area has curled edges that pose a tripping hazard; staff taped edges during inspection. -Paint is peeling on a wooden toy.
Corrective action. Manager said there is a plan to address the above items.
11020 - CCLR s.13(2) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. There was insufficient water and food in the emergency supplies, and some of the food items were expired.
Corrective action. Manager said that she will obtain sufficient food and water for 72 hours.
13020 - CCLR s.22(1)(b) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs. Observation (CORRECTED DURING INSPECTION): Immunization status was not obtained for one employees. Manager updated staff file during inspection.
Corrective action. Manager said staff files will be checked to ensure they are complete.

A licensee must supply equipment, furniture and supplies that are (b) located so as not to block or hamper an exit in the case of fire or other emergency.
Observation. During the inspection, licensing observed that the secondary exit for the infant and toddler program was partially blocked with toys and stored items, preventing the door from being opened. Staff removed the stored items during the inspection, making the door accessible to licensing. A metal rake, several rusted nails, stored items in boxes, and an unused washer and dryer were stored in the area designated as a secondary emergency exit route.Licensing discussed the importance of not blocking or hampering the secondary exit. This is a repeat contravention.
Corrective action. The manager said that the emergency exit will not be blocked. Yard maintenance is scheduled for tomorrow, and the stored items will be disposed off as part of the maintenance. Photos will be sent to licensing after the cleanup.
11090 - CCLR s.15(1)(b) - EQUIPMENT AND FURNISHINGS
A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards.
Observation. During inspection, licensing observed the following in the infant and toddler program: - The wooden diaper change platform had peeling tape around the edges, exposing cracks underneath. This was corrected during the inspection, staff replaced the tape. - The foam ball-pit play equipment showed several signs of wear and tear, exposing the foam underneath, which cannot be sanitized effectively.
Corrective action. Manager said that the foam ball pit equipment will be repaired before children use it.
11080 - CCLR s.15(1)(a) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. During inspection licensing observed the following: Outdoor: - Grass turf rolls were stored leaning against the fence, posing a climbing hazard. - A wooden play block was kept beside the climbing dome, posing a potential injury risk. Staff removed the wooden block during the inspection Indoors: - The carpet in the 3-5 play area had curled edges, which posed a tripping hazard.
Corrective action. The manager said that the grass turf rolls will be removed and the carpet edges will be secured to prevent tripping.
11010 - CCLR s.13(1) - LICENSING
A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility. Observation (CORRECTED DURING INSPECTION): 1 staff certificate was not posted in the infant and toddler program. This was corrected during inspection.
Corrective action. Manager said staff certificates will be posted in a prominent place within the facility.
10070 - CCLR s.11(4) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. Attendance records for the 3-5 program showed that time-outs were missing for multiple children on several days in October.
Corrective action. The manager said that children's pick-up times will be recorded daily.
19090 - CCLR s.57(2)(c) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. Five staff files were reviewed. Two files were missing Criminal Record Check clearance letters, and although the third staff member's CRC was not expired, it was not addressed to this facility. This is a repeat contravention.
Corrective action. Manager said CRC applications for staff members will be submitted to Criminal Record Review Program and Licensing will be provided a staffing plan.
12040 - CCLR s.19(1)(a) - STAFFING
A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation. Five staff files were reviewed. 2 staff certificates were not validated by the ECE Registry.This is a repeat contravention.
Corrective action. The manager said the certificates for two staff members will be validated today, and the results will be printed and kept in their files
12140 - CCLR s.19(4)(a) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation. Five staff files were reviewed. 2 staff files did not have verified character references.
Corrective action. The manager said that character references will be obtained, verified, and the verification date will be documented in the staff files.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.
Observation. During inspection of the infant and toddler outdoor play space: -Licensing observed that two pieces of climbing equipment did not have 6 feet clearance all around it. These pieces of climbing equipment were in close proximity to the wooden fence, other toys and a tree stump. Licensing expressed concern that it posed as injury hazard. -An opening of approximately 4 inches was measured under one of the wooden fences. Licensing expressed concern as it posed as an entrapment hazard.
Corrective action. ·Ensure all climbing equipment has 1.8 metres (6 feet) clearance all around it and all the holes and opening measure less than 3.5 inches.(DOLSOP)
11190 - CCLR s.16(4)(b) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. During inspection in the infant and toddler program: - Licensing observed one of the playroom was cluttered with toys. Manager said that this room is not currently used for children, however during inspection Licensing observed one staff use the playpen in this room for napping one child and for play use for two children. Licensing discussed maintaining licensed space at all times even when it is not in use to facilitate additional programming. - Licensing observed infant toddler floor surfaces were in need of sweeping with visible dirt ,dust particles, small dried leaf particles, hair strands and small pieces of paper in the corner edges of the rooms .The Manager said that staff cleans the facility twice a week and that transitions from outside to inside is when children bring dirt indoors. Importance of maintaining daily and general cleanliness of the facility and clutter was discussed with the Manager.
Corrective action. Please ensure that the facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

Observation. During inspection Licensing observed the following in the Infant and toddler program: ·Diaper change surface had visible shallow cracks in one area exposing the surface underneath it. ·Foam play equipment for infants and toddlers was showing wear and tear exposing the foam underneath it.
Corrective action. Ensure equipment accessible to children are safely constructed, free from hazards and in good repair.

Observation. - Licensing observed the following located in the carport at the entrance of the facility, accessible to children: A tall ladder was standing upright, leaning against the wall, posing a fall hazard. - Licensing noted a large hole in the upstairs wooden deck which is used as an emergency exit. The hole poses a risk to children in care. A photograph was provided by the Manager.
