    Observation. Licensing Officer observed the outdoor environment with signs of wear and tear. The interlocking mat tiles and dollhouse were not in good condition; multiple moldy areas and other particles have developed over time.

    The ratio of employees to children is less than that permitted in Schedule E. [CCLR Sec. 34(2)(b)]

    Observation. When Licensing arrived at the facility, there were 7 children present. The Licensing Officer observed the Licensee remove one of the children from the play area. When asked about this, the Licensee informed Licensing that one of the children was not registered at the facility, and the Licensee was returning the child to the family area upstairs (where the child's parent was). Licensing explained that this meant the visiting child was in her care and therefore registration information was required. The Licensee stated that the child was approximately 2 years of age. The ages of the other 6 children in attendance were: One child who was over 48 months, one child who was 43 months, two children who were 23 months, one child who was 19 months, one child who was 16 months. Schedule E of the Child Care Licensing Regulation states that in Family Child Care, when there are no children younger than 12 months, the maximum number of children is "7, having no more than 4 children younger than 48 months old and, of those 4, no more than 2 children younger than 24 months old". The Licensee has been found to be in non-compliance with Schedule E on two previous occasions.

    Observation. Daily attendance records have not been kept and this infraction has been noted in a previous inspection report. The visiting child did not have any records on site, as required by the Child Care Licensing Regulation Section 57.
