• C10.2 - Are children supervised, and are employee to children ratios maintained?Critical

  Observation. During the inspection two different care programs were combined together for indoor active play. Children must be divided into separate groups by care program type.

• C4.1 - Are facility records current and complete?Non-critical

  Observation. One child file was missing a care card number and medical practitioner information.

• C10.1 - Are children provided with a healthy and safe environment, and protected from harmful actions?Non-critical

  Observation. It was alleged that an employee redirected a child's behaviour by lifting them up off the ground by their arm. As a result of follow up it was determined that this allegation is substantiated.

• C7.1 - Is the facility safe, sanitary, free from hazards, in good repair, and appropriate for the age and development of children?Non-critical

  Observation. Hot water exceeded 49 degrees in both washrooms available for children.

• C4.1 - Are facility records current and complete?Non-critical

  Observation. While the facility has a system for recording minor accidents, a system is required to log illnesses and unexpected events. Two child files, of the ones reviewed, were missing start date and two others were missing immunization information.

• C3.1 - Does the facility have sufficient employees who possess adequate training and experience to meet the care, supervision, and needs of the children?Non-critical

  Observation. One facility employee does not have a criminal record check through the criminal records review program on file.

• Has the facility been tested for radon gas?Non-critical

  Observation. The facility has not tested for radon gas.

• C3.1 - Does the facility have sufficient employees who possess adequate training and experience to meet the care, supervision, and needs of the children?Non-critical

  Observation. The following documents were missing from some employee files: character references, evidence of immunization and TB program compliance, ECEA certificate validation. One employee was missing a valid criminal record check. The facility was not consistently completing monthly fire drills prior to September 2022.

  Observation. Two of the child records that were reviewed did not have immunization status on file. The facility has not been keeping a log of daily play space inspections.

• C7.1 - Is the facility safe, sanitary, free from hazards, in good repair, and appropriate for the age and development of children?Non-critical

  Observation. The rubber ground cover located in the playground area has two holes that pose a tripping hazard. Some of the electrical outlets in the 30month to school age room require covering.

• C2.1 - Are written policies and procedures in place to guide employees in all matters regarding the care and supervision of children?Non-critical

  Observation. It was alleged in the complaint that an employee had not followed the Behavioural Guidance policy of the facility. Upon review of the Behavioural Guidance policy, it was noted that it requires further information in order to assist in guiding employees in care of children. It has been substantiated that an employee did not implement the Behaviour Guidance policy of the facility.

• C4.1 - Are facility records current and complete?Non-critical

  Observation. It was alleged in the complaint that one or more children was restrained by an employee of the facility, the alleged restraint was not an emergency restraint, and was not part of a care plan for any of the affected children. Upon substantiation of the complaint, it became evident that two children were involved in reportable incidents, and parents were not notified of these occurrences. Licensing has not received notification of a reportable incident regarding the substantiated complaint.

  Observation. It was alleged in the complaint that an employee of the facility used physical restraint to guide children's behaviour. Through interviews conducted it was substantiated that an employee of the facility used physical restraint that was not authorized by a child's care plan. The children who were restrained did not have care plans in effect. The employee using restraints has no record of appropriate training in the use of, and alternatives to use of, restraints.
