  Observation. Upon inspection two tall shelves in the Group Child Care Under 36 month room were not secured to the wall, posing a risk in the event they fall.

  Corrective action. The director advised they will be secured to the wall.

  Observation. Upon inspection there was expired medication for a child in the Group Child Care 30 month to SA program.

  Corrective action. The director advised they will ask the parent for new medication.

• STAFFING

  Despite the employee qualifications required by Column 4 of the table in section 1 of Schedule E [group sizes and employee to children ratios], a licensee must replace an absent employee described in Column 1 of the following table who is absent (b) for 30 consecutive days or more with a person described in Column 3 opposite that employee and the row in Column 2 labelled as "≥ 30 days". Observation (CORRECTED DURING INSPECTION): A new manager was hired in January and the documentation was not provided to licensing.

  Corrective action. The director provided licensing with the manager change forms while on site.

  Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.

  Observation. Group Child Care - Staff to Child ratio not maintained.

  Corrective action. The manager advised she is going to apply for a staff exemption for her Responsible Adult Staff in the Group Child Care 30 month to School Age program while the staff awaits her certificate from the ECE Registry.

• A licensee must ensure that children are supervised at all times by a person who is an educator, an assistant or a responsible adult.

  Observation. A child was found in an area of the playground with an open gate and unsupervised by staff.

  Corrective action. The manager has provided licensing with an interim outdoor safety plan and will update with a permanent plan once it has been decided.

• EQUIPMENT AND FURNISHINGS

  A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

  Observation. Upon inspection the following was observed: - In the GCC 30 month to SA program, the bathroom had a patched hole where the toilet paper holder was and there was not a toilet paper holder or toilet paper in that stall. The Manager explained the two stalls are sharing toilet paper from the one stall while they await a solution. - In the GCC Under 36 months program, the nap beds were stacked with bedding on them - In the GCC Under 36 months program, the change pad had fabric on it and wasnt being changed between each use. The middle part of it was a fabric that was being sanitized but appeared dirty.

  Corrective action. Please ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

  Corrective action. Please ensure there is a record for all staff of their immunization status.

  A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees. Observation (CORRECTED DURING INSPECTION): A telephone was sitting on a tall shelf and the telephone cord was not secured and within children's reach. This poses a risk of entanglement and a risk of injury if the cord was pulled causing the phone to fall. A child was napping next to the cord, below the phone.

  Corrective action. You must ensure that a healthy and safe environment is provided at all times. The manager removed the phone from children's reach during the inspection.

  Observation. Multiple care plans indicate that they were not reviewed annually.

  Observation. A staff who was in working in ratio at the time of the inspection did not have any record of training on file.

  Corrective action. Please be sure to obtain copies of any diplomas, certificates or other evidence of a staff's training and skills.

  Observation. A child who has not yet entered Kindergarten was present in the Group Child care (school age) program. A conversation was had with the Manager regarding ages for the school age program.

  Corrective action. Ensure that children are divided into groups with each group having no more than permitted in schedule E.

  A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry, Observation (CORRECTED DURING INSPECTION): 2 employees did not have their educator or assistant certificate verified. The Manager completed this while the Licensing Officer was on site.

  Observation. 2 employees did not have a criminal record check completed. Another employee did not have a criminal record addressed to the facility.

  Corrective action. Ensure that each person employed has a current criminal record check addressed to the facility.
