  Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.

  Observation. Licensing reviewed the staff qualifications and determined they did not meet the requirements as in schedule E.

  Corrective action. Ensure that ratios are met according to schedule E.

• POLICIES AND PROCEDURES

  A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.

  Observation. Licensing reviewed the policies and procedures, there was no written policy for safe release of children and active play/screen time.

  Corrective action. Licensee will ensure that the policies and procedures are updated.

• RECORDS AND REPORTING

  A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.

  Observation. Licensing reviewed 7 children's files; observed that 1 is missing the medical practitioner's name and telephone number.

  Corrective action. Licensee will ensure children's files are complete, a medical walk in clinic is acceptable.

  Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.

  Observation. A child in PM classroom does not meet the age requirement to attend the Preschool program.

  Corrective action. Ensure children are divided into appropriate group as per Sch.E of CCLR.

• STAFFING

  A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation) Observation (CORRECTED DURING INSPECTION): Employee's certificate was not validated by the ECE registry.

  Corrective action. Ensure all staff files are complete.

• EQUIPMENT AND FURNISHINGS

  A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

  Observation. LO observed discussed with the manager: To consider an alternative child safety lock used for bi-fold closet located within the washroom to prevent finger pinching.

  Corrective action. Please ensure that a healthy and safe environment is provided while children are in care.

  Despite this section, licensee may employ a person as a volunteer who does not provide care to children or supervise children if the licensee or the manager has first met with the person and obtained all of the following (c) evidence that the person has complied with the Province's immunization and tuberculosis control programs.

  Observation. Immunization status was not obtained for the volunteer onsite.

  Corrective action. Please ensure that files for the volunteer is complete.

  A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.

  Observation. LO observed the washroom sink's water temperature measuring 62 degree Celsius.

  Corrective action. Please ensure that any heated water accessible to children is heated to no more than 49 degree Celsius.

• STAFFING

  A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

  Observation. Staff files were reviewed; LO noticed that staff has obtained a police check from RCMP instead of CRC clearance letter from the CRRP.

  Corrective action. Please ensure that staff file is complete.
