  A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene. Observation (CORRECTED DURING INSPECTION): A staff was observed not changing disposable gloves in between diaper changes.

  Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.

  Observation. A detailed conversation with the staff indicated the 30 months to school age program does not have an ECE qualified staff from 4:00-4:30 PM and one of Under 36 Months programs does not have an Infant/Toddler qualified staff from 7:30 to 8:00. The staff describe all three programs as operational independently in the morning and afternoon.

  Corrective action. Licensing and staff discussed schedule E in detail including the requirements if the care programs combine in the first and last half hour of facility operation.

  Observation. The facility fire extinguishers were overdue for annual servicing.

  A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

  Observation. At the inspection licensing observed the fire extinguishers were not serviced annually, expiry date April 21, 2024.

  Corrective action. Please ensure fire extinguishers are serviced annually.

  Observation. Review of volunteer file observed a Criminal Record Check was not obtained.

  Corrective action. Please obtain a CRC for volunteer.

Observation (CORRECTED DURING INSPECTION): IT program: Children were not divided into appropriate groups. LO observed 9 children being cared by 2 staff.

  Corrective action. Ensure that children are divided into groups as per Schedule E of the CCLR.

• MEDICATION

  If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (a) administered to the child in the amount and at the times specified by the child's parent or in the child's record or care plan.

  Observation. It was observed that there was Benedryl in the medication container. When asked the staff were unsure who it belonged to and stated it was for emergencies.

  Corrective action. Ensure that any medications are labeled and administered in the amount and at times specified by the child's parent.

• RECORDS AND REPORTING

  In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58.

  Observation. Some policies and procedures were unavailable at the time of the inspection. The following polices were unavailable for review: Safe release of children, reportable incident, active play and screen use policies.

  Corrective action. Ensure that all policies are located in a single place in the community care facility.

• STAFFING

  A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

  Observation. 1 employee did not have a criminal record check addressed to the facility. The employee did have a criminal record check addressed to another facility.

  Corrective action. Ensure that all employees have a criminal record check addressed to the facility.

  Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.

  Observation. There were 3 staff on site, however one staff did not meet qualification requirements as there is no valid ECE Assistant Certificate from the ECE Registry. Records indicate an application has been submitted to the ECE Registry.

  Corrective action. As discussed, please ensure all staff employed meet qualification requirements at time of employment or have an approved exemption in place for the staff plan.
