11200 - CCLR s.17 - EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. It was observed that children were riding bikes without proper safety protection. A conversation was had with the Manager regarding helmets. The Manager said she has helmets but doesn't want the children to share them.
Corrective action. Ensure children have access to helmets to wear when riding bikes and scooters.
11010 - CCLR s.13(1) - OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation. It was observed that at the time of inspection and multiple other days throughout July a child that was older than Grade 1 was in attendance. A conversation was had with the Manager regarding the ages and numbers of children and the different types of care types.
Corrective action. Ensure that children are grouped according to Schedule E.
14020 - CCLR s.34(2)(a) - RECORDS AND REPORTING

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. The following was observed: - the bathroom in the back room has toys on counters and in sink -The exits were not cleared from snow and there was ice located at the bottom of one of the stairs. There has not been an accumulation of snow since the beginning of the previous week.
Corrective action. The Manager will remove the toys from storage in the bathroom and address the snow and ice on the stairs and exits.
11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.
Observation. The following was observed outside: -bike handle bars were missing the rubber safety pieces on the handles or the handles were in poor repair -the wooden climber had broken swings, the wood is beginning to show signs of breaking down, the stairs have screws that are only partially screwed in. -the seats on the teeter totter are missing
Corrective action. The Manger will take action to ensure that all outdoor materials are in good repair and safely constructed.
11190 - CCLR s.16(4)(b) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. Knives were accessible in the kitchen drawer.
11200 - CCLR s.17 - LICENSING
A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation. The name of the Manager was not posted.
10050 - CCLR s.11(1) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. The emergency plan that includes food and supplies to respond to and recover from an emergency was not up to date with the food being expired and limited supplies available.
Corrective action. Ensure that the food in the emergency plan and the supplies needed are kept up to date. The Manager said that there is food and supplies located in other areas not accessible to the child care on site.
13020 - CCLR s.22(1)(b) - PROGRAM
A licensee, other than a licensee providing a care program described as Occasional Child Care, must provide each child with daily outdoor play periods unless weather conditions would make it unreasonable to do so. (4) Despite subsection (1), a licensee who provides a care program described as Occasional Child Care need not provide a program of outdoor activities. (5) Despite subsection (3), that subsection applies to a licensee who provides a care program described as Child-minding only if the program provides care for 3.5 hours or more each day.
Observation. The Manager said that she does not take children out daily as some parents do not send their children in weather appropriate clothing.
Corrective action. Ensure that children are given the opportunity for outdoor play.
18060 - CCLR s.44(3)(4)(5) - STAFFING
The licensee must not permit a person over the age of 12 to be ordinarily present on the premises of a community care facility while children are present, unless the person is of good character and the licensee has obtained a criminal record check for that person.
Observation. A criminal record check for a tenant was not completed
Corrective action. The Licensee said she was unaware of completing criminal record checks for people living on the premise. The Licensee will have a criminal record check completed.

Observation. The Managers file was not located in the facility area. The past staff files were not located within the facility area. A child's care plan was not available for review in the facility.
Corrective action. Ensure that all records referred to in section 56-58 is kept in a single location in the community care facility.
19320 - CCLR s.59(a)

- HYGIENE AND COMMUNICABLE DISEASE
A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation. After nap time the children's sleep mats are stacked one on top of the other with the sheets and blankets on them. Licensing had a conversation regarding the importance of storing the bedding separate from one another.
Corrective action. Ensure to provide a healthy and hygienic program at all times.
15030 - CCLR s.46(1) - OR SUPERVISION
A licensee must ensure that children are adequately supervised by qualified employees in sufficient numbers to meet the needs of each child.
Observation. Upon arrival there were sixteen children in care with one early childhood educator and one responsible adult. The Licensee stated that this is the current staffing schedule. This does not meet the staffing requirements for sixteen children in a group child care (30 months to school age) program. This is a repeat contravention.
Corrective action. Ensure the program is staffed with qualified employees as per the Child Care Licensing Regulations.
14010 - CCLR s.34(1) - RECORDS AND REPORTING
A licensee must notify the medical health officer within 24 hours after (a) a child is involved in, or may have been involved in, a reportable incident described in Schedule H while under the care or supervision of the licensee.
Observation. Licensing reviewed the minor incident log book. One entry identified a reportable incident that took place within the past six months that should have been reported to Child Care Licensing within 24 hours of the incident. Licensing reviewed the facilities incident reporting policy with the Licensee today and provided reportable incident forms.
Corrective action. Ensure reportable incidents as per Schedule H in the Child Care Licensing Regulations are reported to Licensing within 24 hours of the incident occurring.
19030 - CCLR s.55(2)(a) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. When Licensing arrived at the facility there were sixteen children in care however only fourteen children were signed in.
Corrective action. Ensure that records indicate for each child the time of arrival and departure.
