A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation. Three educator or assistant certificates were not posted
10070 - CCLR s.11(4) - MEDICATION
If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (b) readily accessible to employees.
Observation. Medication was not readily accessible to employees.
16020 - CCLR s.53(1)(b) - RECORDS AND REPORTING
In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58.
Observation. The record of emergency drill was not on site.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.

- EQUIPMENT AND FURNISHINGS
A licensee must supply equipment, furniture and supplies that are (b) located so as not to block or hamper an exit in the case of fire or other emergency.
Observation. The emergency exit in the IT1 classroom was locked with a deadbolt, a baby proof lock and the door handle lock. The door handle lock was not noticeable and the Licensing Officer was unable to open the door. This could pose a hazard in an emergency if adults could not open the door. The emergency exit located in the 30 months to school age program was locked at the top of the door as well as deadbolt and baby lock. There is concern that in an emergency the exit is not accessible.
11090 - CCLR s.15(1)(b) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. The following was observed: - a vacuum was stored in the 30 months to school age bathroom -small legos and small beads were located in an area of the 30 months to school age program that does not have direct view from the main area and accessible to children younger than 3 years old. -a slide was observed on the balcony outside the IT1 classroom. there were also stacked chairs on the balcony next to the gate and latches. -the gate leading to the parking lot was open when children were outside. The Manager said that she is getting a new latch for the gate on the weekend.
11010 - CCLR s.13(1) - MEDICATION
If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (a) administered to the child in the amount and at the times specified by the child's parent or in the child's record or care plan.
Observation. Licensing observed multiple permission to administer medication forms in all programs. None of the forms were completed with adequate information to outline the medication, amount or time the medication needs to be administered. It was discussed if the medication is an emergency medication, symptoms of when to administer the medication can replace the time.
Corrective action. Ensure that the record to give medication includes, the medication name, amount, and times to be given.
16010 - CCLR s.53(1)(a) - OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation. The Infant toddler programs are not scheduled according to schedule E with No infant toddler educator scheduled after 4:30pm in IT2 classroom and with an ECEA scheduled as the second staff in the IT1 classroom
14030 - CCLR s.34(2)(b) - OR SUPERVISION
A licensee must (a) ensure that behavioural guidance is appropriate to the age and development of the child who is receiving the guidance.
Observation. A staff person was observed using threats to children if they were not listening in the 30 months to school age program. Children were not allowed to move from the circle area to the toy areas. Children were told they had to use the washroom or staff were going to call their parent.
14220 - CCLR s.51(1)(a) - RECORDS AND REPORTING
A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (a) the diagnoses relevant to the child's requirement for extra support, as made by health care professionals.
Observation. No care plan available for three child requiring extra support.
19210 - CCLR s.58(1)(a) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation. 4 children did not have record of a Doctor name or telephone number and 2 children did not have a record of emergency contact name or telephone number.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.

- Despite this section, during the half hour before a care program begins and the half hour after a care program ends, a licensee may permit children who would otherwise be grouped in different care programs, and who are arriving at or leaving the community care facility, to be grouped together and supervised other than as required under Schedule E if (a) the care program is described as Multi-Age Child Care, Group Child Care (Under 36 Months), Group Child Care (30 Months to School Age) or Group Child Care (School Age).
Observation. Mixing of groups longer than 30 minutes (at the beginning and/or end of the day).
Corrective action. Licensee required to submit corrective actions to ensure appropriate group sizes and employee to children ratios.
