  Observation. Community approvals have yet to be received from the Regional District of Kootenay Boundary.

• C1.1 - Does the licensee continually inform licensing of any significant changes to the structure or operation of the facility?Critical

  Observation. At the time of inspection, the manager's name was not displayed. Ensure to display the name of the manager in a prominent place.

• C2.1 - Are written policies and procedures in place to guide employees in all matters regarding the care and supervision of children?Non-critical

  Observation. Upon reviewing of facility records, there was no evidence that a fire drill had been conducted in February. Ensure that the fire drill system is implemented at least once each month.

• C3.1 - Does the facility have sufficient employees who possess adequate training and experience to meet the care, supervision, and needs of the children?Non-critical

  Observation. The Licensing Officer reviewed the employee records and found it incomplete. The manager's employee record is missing its character references. Ensure that character reference checks for the staff are obtained prior to the start date of employment.

• C7.1 - Is the facility safe, sanitary, free from hazards, in good repair, and appropriate for the age and development of children?Non-critical

  Observation. Due to a broken child-lock on the cupboard door. Licensing observed cleaning products accessible to children. Systems in place to ensure the facility is free of hazards appears to be ineffective. Licensing observed uncovered electrical outlets, as well as, personal backpacks belonging to staff accessible to the children.

• C4.1 - Are facility records current and complete?Non-critical

  Observation. It appears the system in place to ensure the children's files are complete is ineffective. Some child records were missing required information such as name and contact information for a doctor/clinic, and health numbers.

• Has the drinking water for the facility been tested for lead content?Critical

  Observation. Testing the drinking water for lead content is required for all licensed child care facilities. As of the date of this inspection report, test results for lead in the drinking water had not been received by Licensing. It is recommended that the licensee review the information provided by Licensing and obtain a lead in water test kit via CARO labs. Once results are received, please forward them to Licensing for data entry.

• C4.1 - Are facility records current and complete?Non-critical

  Observation. - A play space inspection log is needed for the daily/weekly/monthly recording of any maintenance, equipment repairs, toy replacements, etc. Licensing reviewed the licensee's other record keeping systems including daily attendance, minor incident log, child emergency records, etc. and they appeared satisfactory.

• C7.1 - Is the facility safe, sanitary, free from hazards, in good repair, and appropriate for the age and development of children?Non-critical

  Observation. - Licensing observed one of the toilets in the progress of being repaired. - Licensing observed a play pen in the nap room that required repair or replacing.

• C3.1 - Does the facility have sufficient employees who possess adequate training and experience to meet the care, supervision, and needs of the children?Non-critical

  Observation. Upon initial review of the staff files during the inspection, criminal record check results had not yet been received from the Criminal Records Review Program in Victoria. However, the licensee contact later confirmed with Licensing that the CRC results for the manager and 3 other staff had been received and have been added to the files. *Resolved

• C2.1 - Are written policies and procedures in place to guide employees in all matters regarding the care and supervision of children?Non-critical

  Observation. - As per the evacuation plan, ensure that an evacuation kit which contains adequate emergency supplies such as food, water, flashlight, first aid kit, activities for the children etc. is in place and available for the capacity of children in care. Licensing reviewed the licensee's system in place for practicing and recording monthly fire drills. The system appeared satisfactory. As discussed with the manager, the large scale evacuation plan must be practiced and recorded annually.
