    Observation. The Licensing Officer reviewed the employee records and found them incomplete. Ensure that required employee records are obtained prior the staff start of employment e.g., Criminal Record Check clearance, character reference checks, a record of the person's work history, evidence that the person has complied with the Province's immunization, copies of any diplomas, certificates or other evidence of the person's training and skill, and Early Childhood Educator certificate validation.

    Observation. The Licensing Officer reviewed children's records and found them incomplete. Some records did not have the date on which the child stops attending the community care facility. Ensure to keep current records for each child personal information. This was corrected during inspection. The Licensing Officer reviewed the system in place for administering medication. The Licensee provided a few medication form samples but appeared to be unfamiliar with which form should be used and implemented. Ensure to develop a system to keep a current record of any medication administered to a child, including the amount and the time at which the medication was administered. At the time of inspection, there was no record of play space inspections. Ensure to keep a log of all play space inspections, maintenance and repairs.

    Observation. Through discussion with the Licensee, it was determined that the children's files were still incomplete. - Unresolved. Submit to Licensing a system to ensure the requirements of CCLR Section 57 will be met. At the time of the follow-up inspection Licensing observed attendance records to be incomplete. - Unresolved. Submit to Licensing a system that will ensure daily attendance records will be kept and will indicate whether a child is absent or present, including the time of arrival and departure.

    Observation. At the time of the follow-up inspection Licensing observed the soiled diaper change pad previously observed soiled with feces was covered with another change pad that was also not able to be sanitized between diaper changes. - Unresolved. Submit to Licensing evidence that the surface of the diaper change area has been replaced with a surface that can be sanitized after each diaper change. The uncovered waste paper bin in the bathroom/diaper change area has been replaced with a covered waste bin. - Resolved Licensing observed single use towels in the bathroom. - Resolved In the napping area, the cord from the camera that was previously observed hanging down and running across napping mats has been removed from the access of children. - Resolved

  • C1.1 - Does the licensee continually inform licensing of any significant changes to the structure or operation of the facility?Critical

    Observation. A climbing structure was added to the outdoor play space without the required notification to Licensing. Licensing must be notified of any changes made to the facility prior to changes being made including the addition of play structures in the outdoor play space. Name of manager was not posted in a prominent place as required by the CCLR.

  • C7.2 - Is there adequate and appropriate indoor and outdoor space, materials, and equipment?Critical

    Observation. Systems in place to ensure the outdoor play space is free of hazards appears to be ineffective. In the outdoor play space, Licensing observed a precariously perched concrete block that could cause injury to children. The block was removed by the Licensee during the inspection.

  • C3.1 - Does the facility have sufficient employees who possess adequate training and experience to meet the care, supervision, and needs of the children?Non-critical

    Observation. The Licensee's system for ensuring that fire drills are practiced at least once each month is ineffective. Licensing observed no fire drills were practiced in the four months the facility has been in operation, leaving children and Licensee at risk in the case of a fire. A system must be put in place to ensure fire drills are being practiced each month. The system in place to ensure staff qualifications are up to date is ineffective. Licensing observed the Licensee's first aid had expired April 12, 2024, three months prior to the inspection, leaving the children in care at risk. The licensee's first aid certification must be updated before continuing to care for children.

    Observation. The Licensee's system to ensure the children's files are complete is ineffective. All child records were missing required information such as emergency contact persons, immunization status, persons not permitted access to the child, a digital image, and other identifying features of the child to be used in the event of an emergency. Submit to Licensing a system to ensure the requirements of CCLR Section 57 will be met. Child attendance records were not recorded for the four months prior to the inspection leaving children at risk in an emergency. Submit to Licensing a system that will ensure daily attendance records will be kept and will indicate whether a child is absent or present, including the time of arrival and departure.

  • C7.1 - Is the facility safe, sanitary, free from hazards, in good repair, and appropriate for the age and development of children?Non-critical

    Observation. Licensing observed the diaper changing surface to be soiled with feces with the surface being cloth and having no way to sanitize the area appropriately, creating an area that can easily spread germs and disease. Submit to Licensing evidence that the surface of the diaper change area has been replaced with a surface that can be sanitized after each diaper change. Licensing observed the waste bin in the diaper change area/bathroom was not covered, leaving soiled diapers accessible to the children. Submit evidence that a covered waste bin has been placed in this area. It was observed that there was not single use towels in the bathroom, and that one cloth towel was being used for everyone in the facility to dry hands, posing a risk of spreading disease. This contravention was corrected during the inspection. It was observed, in the napping area, that a cord from a mounted camera was hanging down and running across napping mats potentially causing a choking hazard. During the inspection the Licensee corrected this by unplugging the cord and tucking it behind the window blind. Submit to Licensing evidence that the camera has been removed or the cord has been secured to the wall eliminating the hazard. In the outdoor play space, Licensing observed a climbing structure placed on concrete and without the required 1.8 meter clearance creating a risk of serious injury if fallen from. While the outdoor space is too small for this size of climbing structure, provide proof to Licensing that the structure has been removed.
