- C1.1 - Does the licensee continually inform licensing of any significant changes to the structure or operation of the facility?Critical
Observation. At the time of inspection, the facility's operating hours had changed; however, Licensing did not receive any notification of the changes. Ensure that any change to the information provided in the application, and records respecting all of the matters set out in Schedule B are immediately notified to Licensing.

Observation. Upon reviewing of facility records, there was no evidence that a fire drill had been conducted in February. Ensure that the fire drill system is implemented at least once each month.

Observation. At the time of inspection, one of the children's medication had expired. Ensure medication is readily accessible to employees and administered in the amount and time specified.

Observation. The system to ensure daily attendance records are kept current appears to be ineffective. At the time of the inspection Licensing observed attendance records were missing many departure times from previous days.

- Has the drinking water for the facility been tested for lead content?Critical
Observation. Testing the drinking water for lead content is required for all licensed child care facilities. As of the date of this inspection report, test results for lead in the drinking water had not been received by Licensing. It is recommended that the licensee review the information previously provided by Licensing and obtain a lead in water test kit via CARO labs. Once results are received, please forward them to Licensing for data entry.
- Is the facility’s radon gas level in compliance with the 200 Bq/m3 limit ?Non-critical
Observation. Licensing requires an update regarding the implementation of a mitigation plan due to the high level of radon gas. As of the date of this inspection, the results from the first radon gas test exceeded the maximum allowable limit of 200 Bq/m3. If re-testing is to be completed by the licensee then the prime time to deploy a test kit is over the winter months for a minimum of 90 days. It is recommended that the licensee review the information previously provided by Licensing and, if re-testing is to be done, obtain a radon test kit via the BC Lung Association. Once results are received, please forward them to Licensing for data entry.
- C7.1 - Is the facility safe, sanitary, free from hazards, in good repair, and appropriate for the age and development of children?Non-critical
Observation. - Licensing observed an open storage room containing hazardous products which were accessible to the children in care.
- C3.1 - Does the facility have sufficient employees who possess adequate training and experience to meet the care, supervision, and needs of the children?Non-critical
Observation. - Some staff files were missing required documents such as a resume, evidence of character references, and valid criminal record check results from the Criminal Records Review Program in Victoria.

Observation. The drinking water must be tested for lead and the results must be submitted to Licensing. More information about this process will be sent to the manager from Licensing.
- C3.2 - Are persons qualified and appropriately replaced?Critical
Observation. Licensing could not verify the qualifications of the responsible adult staff employed in the program as no staff records were available for Licensing to review.
- C10.2 - Are children supervised, and are employee to children ratios maintained?Critical
Observation. At the start of the inspection, 4 children were in care with 2 employees present (1 regular staff and 1 newly hired staff who was shadowing). Since Licensing could not review staff records to verify the qualifications of the responsible adult staff present, Licensing could not confirm if the required staff to child ratio was being met. However, the manager arrived later and stayed on site for the program. Since Licensing previously verified that the manager had the required documents in place to qualify as a responsible adult, this contravention was "corrected during the inspection" (CDI). Licensing and the manager discussed implementing systems to ensure that the required staff documents are completed and kept on site BEFORE a staff person is permitted to work alone with the children and/or be counted in the staff to child ratio.

Observation. Licensing and the manager discussed the long term plan to address the high level of radon gas as per the last test results. At present, the licensed program has implemented a short term plan to help lower the risk to the children in care. This short term plan was accepted by Licensing. Since the program is located in a school, further discussion is needed between the school superintendent and an air quality expert with Interior Health. Licensing will refer the manager to the air quality expert to help address this issue and to provide information about implementing a long term mitigation plan.

Observation. - Ensure the large scale evacuation is practiced and recorded annually. *Correction date for this specific contravention is May 15, 2022.* - Fire drill practices must be recorded monthly. Ensure the monthly fire drill record is displayed in the facility. - As per the Licensee's emergency evacuation plan, the evacuation kit must be readily available to staff (on site) and contain an adequate amount of supplies for the capacity of children in care. - Ensure that employees are aware of and implement the Licensee's policies and procedures.
- C3.1 - Does the facility have sufficient employees who possess adequate training and experience to meet the care, supervision, and needs of the children?Non-critical
Observation. Licensing could not review staff records during the inspection as they were not available on site.

Observation. Record keeping systems such as the equipment maintenance log, minor incident log, child daily attendance, child registration records, child emergency information, and child photos were not on site during the inspection and, therefore, could not be reviewed by Licensing.
