    Observation. The floor plan was verified during the inspection. The Group 1 Activity Area designated for twelve children, is fenced; however, this detail is not reflected in the submitted floor plan. Submit a floor plan that includes this information and ensures 3.7 square meters of space per child is provided in both groups of four and twelve children.

    Observation. The manager and staff described how children are grouped and how these groups use the licensed space. The group of twelve children are divided into smaller groups, resulting in an Early Childhood Educator-Assistant (ECE-A) being alone with four children. This arrangement leaves children without access to an Infant Toddler Educator. Submit an employee plan detailing how you will ensure children are adequately supervised by qualified employees. The facility is licensed to operate two separate groups of Group Child Care (Under 36 Months). One group consists of four children, and the other consists of twelve. However, with the current floor plan, and the care and supervision plan described by the staff, these two groups of children may potentially be occupying the same room at the same time. Submit a care and supervision plan, along with a floor plan, ensuring that children are divided into groups, with each group no more than permitted in the Child Care Licensing Regulation Schedule E.

    Observation. The following is an outstanding infraction listed on the substantiated inspection report dated May 14, 2025: Unrelated to the complaint, the licensing officer observed that the floor plan had been altered since the original application process. Specifically, the gated licensed room within the main space appeared to have been reduced in size, and an additional gated section in the main space was created. Tables and chairs were arranged in another section of the main area (near the kitchen) for children’s use during mealtimes. Licensing was not informed of these changes. Modifications to the floor plan may affect care and supervision, as well as employee to child ratios therefore the Licensee must immediately provide notification of any changes to the information submitted in the application. Submit to Licensing by May 30, 2025, details on how you will ensure compliance with the Child Care Licensing Regulation Schedule B.

The manager described supervision of children during nap, and it appears to be appropriate. Inadequate supervision during nap time poses risks to children's health and safety, as it may delay response to unsafe sleep practices or other unexpected incidents. The facility appears to ensure supervision children during nap time. Based on the observations and information received, the allegation is unable to be substantiated.
