- C7.1 - Is the facility safe, sanitary, free from hazards, in good repair, and appropriate for the age and development of children?Non-critical
Observation. C7.1L - The following items are to be made inaccessible to children: - Spray cleaner stored within children's reach on kitchen island. - Bathroom blind cords tied together within children's reach posing an entanglement hazard. - Medicated cream stored within children's reach in the lower drawer of the bathroom cabinet. C7.1A Child safety latches on closets with bi-fold doors are used to keep items not intended for children inaccessible; however when the bi-fold door is pulled on slightly, it opens wide enough to create a risk of injury if a child's fingers were to be pinched in the open gap when the door is pushed closed. All previous contraventions relating to safety hazards were observed to be addressed at the time of inspection.

- C10.2 - Are children supervised, and are employee to children ratios maintained?Critical
Observation. 1) It was alleged that the 2 Multi-Age programs have been combined into one large group of up to 16 children upstairs. SUBSTANTIATED: C10.2I - At the time of inspection, the gate in the hallway to separate the groups was not in place and the Multi-Age care programs were combined using the whole upper floor. UNRELATED TO THE COMPLAINT: C10.2I - It was identified that a related child attends the program however, the child's attendance is not being recorded. The Licensee confirmed the Multi-Age care program that the child attends, exceeds the maximum capacity of 8 children when the child is present. 2) It was alleged that staff to child ratios are not being maintained and the Infant Toddler Educator (ITE) is often working in the Multi-Age program upstairs. C10.2C - At the time of inspection, there were 4 employees present (ITE, ECE, ECE, ECEA). Upon arrival, 3 employees (ECE, ECE, ECEA) were in the outdoor play area with 16 children from all 3 programs. The ITE was upstairs assisting 3 children from the Multi-Age Care program getting ready to go outside. For the duration of the inspection, the Group Child Care (Under 36 months) program was staffed with an ECE and an ECEA for 5 children. The Multi-Age Care programs were combined and staffed with an ITE and an ECE. Multi-Age programs are required to have one ECE for each group of 8 children. The Group Child Care (Under 36 months) program is required to have an ITE and an ECE for 5-8 children. 3) It was alleged that the Licensee is allowing children to walk unsupervised from the front door around the side of the house to the gated outdoor play area without supervision. SUBSTANTIATED: C10.2D - During the inspection, the Licensing Officer observed 3 separate instances where a child was observed going out the front door into the driveway and down the side of the house to the gated outdoor play area without any staff supervision. The concern is that a child could wander off onto the busy road or into another property undetected. 4) It was alleged that the patio door is left open and children are free to play on the patio without direct supervision. SUBSTANTIATED: C10.2D - During the inspection, a child was observed at the gate at the top of the patio stairs. The Licensee asked the child if there was a teacher on the patio. The child answered no. The Licensee called an employee on her cellphone and asked the teacher to watch the child. A couple of minutes later, two children were observed at the gate at the top of the patio stairs. The Licensee asked the children again if there was a teacher out there with them. The children answered no. The Licensee called the employee back and requested an employee to watch them or to take them inside and close the door. 5) It was alleged that children playing in the rooms at the end of the hallway are sometimes left unsupervised and are allowed to play with the doors open or closed. SUBSTANTIATED: C10.2D - Due to the fact that the Multi-Age programs have combined and are using the whole upper floor with only 2 employees present, it appears there are times where children are not actively being supervised when an employee is assisting other children in the washroom or nap-room or if their supervision is diverted to attend to an urgent situation.
- C7.2 - Is there adequate and appropriate indoor and outdoor space, materials, and equipment?Critical
Observation. It was alleged that the Licensee is allowing all programs to combine in the outdoor play area for outdoor play. SUBSTANTIATED: C7.2F - At the time of inspection, children in the Group Child Care (Under 36 months) program and both Multi-Age programs were combined and playing in the outdoor play area. It was discussed that only the two Multi-Age programs are permitted to combine in the outdoor play area because they are the same type of care program.
- C3.1 - Does the facility have sufficient employees who possess adequate training and experience to meet the care, supervision, and needs of the children?Non-critical
Observation. It was alleged that the Licensee is combining groups during the half hour before a care program begins and the half hour after a care program ends; exceeding a maximum of 8 children with more than 3 children under 36 months. SUBSTANTIATED: C3.1Q - The Licensee confirmed there have been times where up to 12 children were present with more than 3 children under 36 months of age. CONTRAVENTION UNRELATED TO THE COMPLAINT: C3.1C - Employee records are incomplete. At the time of inspection, 8 employee records were reviewed. 2 employee records did not contain a valid criminal record check, 1 employee record was missing a character reference, all employee records were missing a record of the persons work history and verification that the educator's certificates were validated by the ECE Registry. 3 employee records contained first aid certificates that may not meet requirements of Schedule C of the Child Care Licensing Regulation.
- C4.1 - Are facility records current and complete?Non-critical
Observation. ADDITIONAL CONTRAVENTIONS UNRELATED TO THE COMPLAINT: C4.IE - A child record was missing for a child related to the Licensee. C4.1H - The facility's attendance records were reviewed during the inspection. It was identified that the attendance of 3 children was not recorded on September 26, 2024. The 3 children were added to the attendance sheet once the Licensee visually determined which children were not signed in or had been moved to the Group Child Care (Under 36 months) program. When children are moved from one program to another, children are not signed out of the first program and signed into the next program. The records did not indicate which Multi-Age group the child was attending because the Licensee has been combining the groups, exceeding the maximum group size of 8 children in each group. The attendance records do not appear to reflect each child's actual time of arrival or departure. Times appear to be rounded up or down to the hour. For example if a child arrives at 8:20, their time may be recorded as 8:00 or 8:30.
- C7.1 - Is the facility safe, sanitary, free from hazards, in good repair, and appropriate for the age and development of children?Non-critical
Observation. It was alleged that safety gates are broken or not secured properly. SUBSTANTIATED: C7.1AC - The gate between the driveway and outdoor play area has shifted creating a 4" gap between the bottom edge of the gate and the post, posing a risk of entrapment. The horseshoe shaped gate latch does not have a mechanism to secure the gate closed. This gate has a tie strap and clips at the bottom, however when the gate is pushed it widens the gap posing a risk of elopement. C7.1B - The gate at the bottom of the patio stairs has been duct taped in an attempt to anchor it, however once the gate is open, the gate is unstable and poses a risk of injury. The gate at the top of the stairs was secure but difficult for employees to open. The pressure gate that goes across the exterior door in the garage when the door is open for fresh air was secure at the time of inspection and children were being actively supervised. CONTRAVENTION UNRELATED TO THE COMPLAINT: C7.1AQ - The playground has uneven surfacing with exposed tree roots, lose brick pavers and an uncoiled garden hose posing a risk of trips and falls. Note: At the time of inspection, there were 6 children playing on a plastic climbing structure with a slide. It was discussed with the Licensee that some of these types of structures are intended for residential, not commercial use. It was recommended that the Licensee refer to the manufacturers instructions regarding resilient surfacing and load specifications for the number of children using the structure at one time to ensure safety.
- C8.1 - Are children offered a variety of activities and instructed on the safe use of the play space?Non-critical
Observation. CONTRAVENTION UNRELATED TO THE COMPLAINT: C8.1B - During outdoor play several children were playing with sharp sticks that had fallen from trees. Children were observed running, climbing and sliding with the sticks in their hands and poking them at other children with minimal staff intervention.

C7.1L- Back bedroom/office containing items not intended for children to be secured or made inaccessible C7.1L- Sharp branches protruding into the pathway through the garden may pose a risk of injury C7.1O - Hot water temperature at handwashing sink was 51.6° C at the time of inspection ________________________________________________________________ The following hazards were corrected during the inspection: - Dishwasher pods/detergent in an unsecured cupboard under the kitchen sink were stored inaccessible - A sharp knife on the kitchen counter was put away out of children's reach - Spray bottles on the bathroom counter containing cleaners and sanitizers stored were stored inaccessible It was discussed that children's lunch bags should either contain an ice pack or be stored in the fridge to prevent food spoilage and potential illness.
