  • C10.2 - Are children supervised, and are employee to children ratios maintained?Critical

    Observation. - 33 children were present in one of the Group Child Care (School Age) programs with 2 staff present. Some children present in this group were in Grade 1. Section 34 and Schedule E of the Child Care Licensing Regulation (CCLR) requires that the group size for one Group Child Care (School Age) program, that has any child present in Kindergarten or Grade 1, must not exceed 24. In addition, the minimum staff to child ratio required in one Group Child Care (School Age) program that has any child present who is in Kindergarten or Grade 1 is 1 responsible adult to 12 children. To provide an adequate level of care and supervision to the children, the Licensee must ensure that the maximum group sizes for each program are not exceeded and the ratio of employees to children for each group is no less than what is required for each program. *Correct by: September 11, 2025*. If no child present in a Group Child Care (School Age) program is in Kindergarten or Grade 1, then the maximum group size permitted in one Group Child Care (School Age) program is 30 and the staff to child ratio is 1 responsible adult staff to 15 children. 8 children were present in the second Group Child Care (School Age) program with 2 staff present. All of the children present in this group were in Kindergarten.

  • C3.2 - Are persons qualified and appropriately replaced?Critical

    Observation. - Some staff files were missing evidence that the 20 hours of relevant training required for a person to qualify as a responsible adult had been completed. The Licensee must ensure that a person employed to work in the role of a responsible adult has completed a course, or a combination of courses, of at least 20 hours duration in child development, guidance, health and safety, or nutrition. It should be noted that this contravention was also identified on the previous routine inspection report. *Correct by: September 19, 2025.* Other required records kept by the Licensee such as the daily attendance, the minor incident log, child care plans, and the play space inspection log appeared complete and up to date.

  • C3.1 - Does the facility have sufficient employees who possess adequate training and experience to meet the care, supervision, and needs of the children?Non-critical

    Observation. - Some staff files were missing required records such as a completed criminal record check from the Criminal Records Review Program in Victoria (a RCMP check is not accepted for an employee who is counted in the staff to child ratio), evidence of character reference checks, evidence of immunization status, and evidence of the required training. To ensure that employees have the skills, ability, temperament, experience, and qualifications necessary to care for and supervise the children, the Licensee must obtain the required records before they are employed to work in the facility. It should be noted that this contravention was also identified on the previous routine inspection report. *Correct by: September 19, 2025.*

  • C7.1 - Is the facility safe, sanitary, free from hazards, in good repair, and appropriate for the age and development of children?Non-critical

    Observation. - The hot water temperature measured 58°C at the washroom sinks used by the children in care. To prevent burn injuries, the hot water temperature that is accessible to the children must not exceed 49°C. It should be noted that this contravention was also identified on the previous routine inspection report. *Correct by: September 11, 2025.*

  • C4.1 - Are facility records current and complete?Non-critical

    Observation. - Some child records were missing required information such as medical insurance plan numbers, a phone number for a medical practitioner, and phone numbers for emergency contacts. In order to respond quickly and efficiently to any emergency involving a child in care, the Licensee must ensure that the required information in the children's records are complete and up to date. *Correct by: September 15, 2025.*

    Observation. Completed medication records were reviewed. Some records did not record the time medication was administered. Some care plans were reviewed. One was found to not have been reviewed within the last 12 months.

    Observation. Employee records were reviewed, some required information was missing, such as a criminal record check, reference checks, work history, and immunization status.

    Observation. - The name of the manager is required to be displayed in a prominent place in the facility.

    Observation. - A medication administration permission form was needed for any "as needed" medication that may need to be given by staff to a child in care.

  • C7.1 - Is the facility safe, sanitary, free from hazards, in good repair, and appropriate for the age and development of children?Non-critical

    Observation. - A cleaning product in a spray bottle under the kitchen sink was accessible to the children in care. - Sharp knives in kitchen drawers were accessible to the children in care. - Hot water temperature at the washroom sinks located down the hall and which are used by the children in care measured at 54C today.

  • C2.1 - Are written policies and procedures in place to guide employees in all matters regarding the care and supervision of children?Non-critical

    Observation. - As per the evacuation plan, ensure that adequate supplies are readily available for the children in care in the event of an emergency evacuation. An evacuation kit needs to contain, but is not limited to, non-perishable food, water, flashlight, batteries, blankets, activities for the children, etc. - Ensure that the large scale evacuation plan is practiced and recorded annually.

  • C3.1 - Does the facility have sufficient employees who possess adequate training and experience to meet the care, supervision, and needs of the children?Non-critical

    Observation. - Some current staff files were missing evidence of character references.

  • C4.1 - Are facility records current and complete?Non-critical

    Observation. - Some photos and other information to readily identify the child in the event of an emergency was needed. - A care plan for any child who has a life threatening allergy needs to be developed by the licensee and the parent of the child in care.
