- C3.1 - Does the facility have sufficient employees who possess adequate training and experience to meet the care, supervision, and needs of the children?Non-critical
Observation. The Licensing Officer reviewed the required staffing levels for the increase in capacity and based on the available staff at this time, the facility will not operate at full capacity (as per the amendment request). The Group Child Care (Under 36 months program) will only operate for 8 children (instead of 12) and the Group Child Care 30 months to school age program will only operate for 16 children (instead of 20). The manager displayed an understanding of the minimum staffing requirements and will not increase the number of children in care until additional employees can be secured. CCLR 19 (1)(a-f): Upon review of the employee files, two are incomplete. One was not on site (however, employee was not present) and one had missing reference letters. Ensure employee files are complete and on site as per the Child Care Licensing Regulation.

Observation. The Group Child Care (Under 36 Months) program had a designated nap room which the manager changed to an office space without prior notification to Licensing. A notification has since been submitted however, it has not yet been confirmed by Licensing if there is sufficient space for the 12 children. See question C7.2 for more information regarding the space issue. The name of the manager is not posted in the facility. Please post the name of the manager as required in section 11(1)(2) of the Child Care Licensing Regulation.

Observation. -Staff record missing record of work history.
- C2.1 - Are written policies and procedures in place to guide employees in all matters regarding the care and supervision of children?Non-critical
Observation. -During the telephone interview, the Licensee explained the number of staff participating in fire drills was documented however, this does not clearly illustrate that each staff practices. By the time of the site inspection, a fire drill was documented as being completed for February. The Licensee has implemented a system of recording the initials of the staff who participated. Corrected during inspection. -During the telephone interview, the Licensee explained the number of staff participating in emergency plans was documented however, this does not clearly illustrate that each staff practices. The Licensee intents to use the system, as described above, to address this issue when the next emergency plan is practiced. Corrected during inspection. -Licensing originally requested a copy of the written policy that guides employees on the care and supervision of children during a routine inspection on November 18, 2019. As this policy has not been made available for review, it appears the Licensee does not have a written policy to guide employees on the care and supervision of children.
- C7.1 - Is the facility safe, sanitary, free from hazards, in good repair, and appropriate for the age and development of children?Non-critical
Observation. -A cable cord found accessible to children in the nap room. It appeared to have been previously loosely taped to the wall. Despite being taped, it would still be accessible to children. The Licensee stated she would request the facility owners have the cord removed. -A portable climbing equipment was placed at the edge of the raised playground with pea gravel as a protective surfacing. With the placement of this equipment one side was without protective surfacing. If a child was to fall they would land on a hard surface walkway increasing risk and severity of injury. The Licensee stated staff are to be position to prevent children from climbing on this side however, Licensing observed children climbing without staff intervention. -A portable play structure was positioned within 6 feet clearance of the swing set use zone.
- C9.1 - Are there plans and actions in place to ensure medications are stored and administered properly?Non-critical
Observation. -Medication was given to a child other than as authorized on a medical authorization form. The Licensee informed Licensing this was done at the request of the parent however, this was not documented.
- C4.1 - Are facility records current and complete?Non-critical
Observation. -Parent notification of illness or injury is recorded in minor incident log books. The notification has not been consistently recorded. -Child record missing immunization status. -Licensing requested facility policies during the previous routine inspection November 18, 2019. To date Licensing has not received all written policies as requested. Outstanding from previous inspection. In Compliance: -Attendance records did not clearly identify children away or not scheduled to be in attendance. The Licensee became aware of this issue and it appears she has resolved it by highlighting the days children are scheduled to be in care. -Play Space inspections appear complete including a record of maintenance and repairs. -Minor incident log appeared complete.
