    Observation. - Some staff files were missing evidence that the Licensee had validated the educator's certificates. The Licensee must not employ a person in the facility as an educator unless the person holds a certificate which must be verified by the Licensee using a system established and maintained by the Province's Early Childhood Educator (ECE) Registry. *Correct by: October 27, 2025.*

  • C2.1 - Are written policies and procedures in place to guide employees in all matters regarding the care and supervision of children?Non-critical

    Observation. - The evacuation kit contained expired supplies. As per the evacuation plan, ensure that adequate supplies are readily available which will help to minimize the emotional and physical impact on the children during any emergency. *Correct by: October 27, 2025.* - The annual practice of the evacuation plan was not recorded. Recording the practice of the evacuation plan will show that each employee has practiced implementing the emergency procedures and is knowledgeable of their role for any emergency. *Correct by: October 21, 2025.* The Manager confirmed that the required policies and procedures for the facility were still in place and that they had not been revised or updated since the last routine inspection. The monthly fire drills were practiced, recorded, and displayed as required.

  • C3.1 - Does the facility have sufficient employees who possess adequate training and experience to meet the care, supervision, and needs of the children?Non-critical

    Observation. - A staff file was incomplete as it did not contain their immunization status. A person must not be employed unless the information available indicates that the person has complied with the Province's immunization program. *Correct by: October 27, 2025.*

  • C4.1 - Are facility records current and complete?Non-critical

    Observation. - Some of the personal information in the children's emergency records, such as care card numbers, doctor/clinic contact information, and emergency contacts other than the parents, was missing. To ensure that the staff have immediate access to the children's personal information while taking the children away from the facility and/or in the event of an emergency evacuation, this information must be complete and up to date. *Correct by: October 27, 2025.* Other records such as the daily attendance, minor incident logs, and the play space inspection log were reviewed and they appeared satisfactory.

  • C10.2 - Are children supervised, and are employee to children ratios maintained?Critical

    Observation. - A reportable incident that involved a missing child being found in the outside play yard shortly after the group transitioned to inside was received by Licensing on Apr 17/24. The Licensee must ensure continuous supervision of the children in care at all times. During the inspection, the Licensing Officer observed 9 children in care with 2 ECE staff, 1 ECEA, 1 support worker, 1 cook, and 1 practicum student present. The manager, who is an ECEA, was also present during the inspection.

  • C3.1 - Does the facility have sufficient employees who possess adequate training and experience to meet the care, supervision, and needs of the children?Non-critical

    Observation. - Some staff files were missing required documents such as immunization status and more than one character reference. The Licensee must ensure that the required documents for employees are completed and in place BEFORE they are permitted to work in the facility when children are present. *This contravention has been identified on the last 2 routine inspection reports dated May 3, 2022 and August 1, 2023.*

  • C4.1 - Are facility records current and complete?Non-critical

    Observation. - Ensure that outside play space inspections are documented daily. - The parent of a child who was involved in a reportable incident was not notified immediately as required. Other record keeping systems were reviewed by the Licensing Officer and they appeared satisfactory.

  • C7.1 - Is the facility safe, sanitary, free from hazards, in good repair, and appropriate for the age and development of children?Non-critical

    Observation. - Licensing found the door to the furnace room unlocked and accessible to the children in care. *This was resolved by the manager during the inspection. - The anchor for the tall white storage cupboard required reinforcing. - Ensure first aid kits contain supplies that are not expired.

    Observation. - Ensure that current staff ECE and ECEA certificates are posted in the facility as required. The Licensing Officer observed other documents, such as the facility licence and the name of the manager, posted in the facility as required.

  • C2.1 - Are written policies and procedures in place to guide employees in all matters regarding the care and supervision of children?Non-critical

    Observation. - Ensure that the large scale evacuation plan is practiced and recorded annually. Monthly fire drills were logged and displayed as required.

  • C7.1 - Is the facility safe, sanitary, free from hazards, in good repair, and appropriate for the age and development of children?Non-critical

    Observation. - The Licensing Officer observed hazardous products and objects accessible to the children in care. Specifically, the children had access to the utility rooms and the office which contained these hazardous products/objects. *This contravention was also noted on the last routine inspection report dated May 3, 2022. - High storage shelving units, to which the children have access to, must be anchored to the wall to prevent tipping. *This contravention was also noted on the last routine inspection report dated May 3, 2022. - The Licensing Officer observed a soiled item in an open garbage container. Ensure that soiled items, such as pull-ups and/or diapers, are stored in a covered container.

    Observation. - Some child files, including emergency records. were missing pertinent information such as care card numbers and emergency contacts other than the parents. In addition, the Licensing Officer confirmed with the manager that if a child does not have a family doctor then the name and contact number of a medical clinic can be listed. - Ensure that facility records, including required documents for staff files, are kept on site at the facility. *This contravention was also noted on the last routine inspection report dated May 3, 2022.

  • C3.1 - Does the facility have sufficient employees who possess adequate training and experience to meet the care, supervision, and needs of the children?Non-critical

    Observation. - Some staff files were missing required documents such as evidence of character reference checks, immunization status, and a criminal record check from the Ministry of Justice (Victoria). A RCMP check is not acceptable for employees of the Licensee who are ordinarily present in the facility when children are in care. *This contravention was also noted on the last routine inspection report dated May 3, 2022.

    Observation. - Based on the information received during this complaint follow-up, Licensing has determined that a system needs to be established by the licensee for the purpose of validating the certificates of the ITE, ECE, and ECEA employees. This certificate validation must come from the ECE Registry.

  • C1.1 - Does the licensee continually inform licensing of any significant changes to the structure or operation of the facility?Critical

    Observation. - Based on the information received during this complaint follow-up, Licensing has determined that no immediate notification of a change in manager was provided to Licensing. During this inspection, the name and contact information for the "acting" manager was provided to Licensing. The last day of employment for the previous manager was October 6, 2022.

    Observation. - Based on the information received during this complaint follow-up, Licensing has determined that a system needs to be established by the licensee for the purpose of developing care plans for children in care who meet the definition of "children requiring extra support." *Refer to Section 58 of the Child Care Licensing Regulation.

    Observation. - Based on the information received during this complaint follow-up, Licensing has determined that a written field trip safety procedure is needed to help guide employees in the care and supervision of children while on trips away from the facility.

    Observation. - Based on the information received during this complaint follow-up, Licensing has determined that the licensee did not ensure that children in care had safe drinking water available while on a trip away from the facility.

  • C3.1 - Does the facility have sufficient employees who possess adequate training and experience to meet the care, supervision, and needs of the children?Non-critical

    Observation. - Some staff files were missing evidence of character reference checks and immunization status. - It is accepted that agencies employing staff who will work within child care facilities provide written documentation (i.e. letter) to the licensee certifying that their Supported Child Care Staff (not directly employed by the licensee), has completed all required documentation and has a complete personnel file based on Section 19 of the Child Care Licensing Regulation (CCLR). This letter must also state where the required documents for their supported child care staff are located. Additionally, the support staff agency must be made aware that Licensing may complete an inspection of their personnel file as per Sections 56 and 59 of the CCLR. Licensing and the manager discussed that the Covid-19 vaccinations for staff are now included in the regular immunization schedule. For example, if a staff person has all of their childhood immunizations but does not have the Covid-19 vaccines then their immunization status would be recorded in their file as "incomplete". It is up to the licensee if they wish to employ anyone who is not immunized against Covid-19.

    Observation. - Ensure that care plans for "children requiring extra support" meet the requirements as listed in Section 58 of the CCLR. This includes, but is not limited to, ensuring that the licensee (or licensee designate) is involved in the development of the child's care plan. - Records listed in Section 56, 57, and 58 of the CCLR must be kept on site. - A system for recording play space inspections/maintenance/repairs was needed. Other record keeping systems such as child records, daily attendance, minor incident log, etc. were reviewed by Licensing and they appeared satisfactory.

  • C7.1 - Is the facility safe, sanitary, free from hazards, in good repair, and appropriate for the age and development of children?Non-critical

    Observation. - Ensure that the outside sandbox is covered when not in use. (Licensing observed a neighbourhood cat in the outside yard during the inspection). - Ensure that rooms (i.e. the furnace room, staff bathroom, laundry room, storage rooms) which contain any hazardous objects or products (i.e. cleaning products, hand sanitizer, mop buckets containing water, etc.) are made inaccessible to the children in care. - High storage shelving units, to which the children have access to, must be anchored to the wall to prevent tipping.
