  Observation. One child record did not have an emergency contact listed. It is important for each child to have an emergency contact on file, in case parents/guardians cannot be reached in an emergency. Submit a compliance plan to address this issue on or before February 3, 2026.

• C2.1 - Are written policies and procedures in place to guide employees in all matters regarding the care and supervision of children?Non-critical

  Observation. Record of the last emergency plan practice was not available for review. It is important to keep this record on site for review by Licensing as needed. Submit a compliance plan to address this issue on or before February 3, 2026.

• C1.1 - Does the licensee continually inform licensing of any significant changes to the structure or operation of the facility?Critical

  Observation. The licensee did not provide notification of the intention to change the description of care for the 30 months to School Age Program when staffing levels prompted changes to operation in December 2022.

• C10.2 - Are children supervised, and are employee to children ratios maintained?Critical

  Observation. When adequate staffing was unavailable for the preschool program, the licensee began combining children enrolled in the preschool program with the 30 months to School Age Program, which is not permitted.

• C3.1 - Does the facility have sufficient employees who possess adequate training and experience to meet the care, supervision, and needs of the children?Non-critical

  Observation. 1 staff file was missing resume, and immunization information. All staff files were missing validation of certificates through the BC ECE Registry system.

• C4.1 - Are facility records current and complete?Non-critical

  Observation. Of the child records reviewed, two were missing care card numbers, one was missing an emergency contact and several were missing a specific start date.

  Observation. Upon review of a sampling of child records it was noted that care plans in place require further information in order to be clear and adequately support children in the facility.

  Observation. During review of a sampling of employee records it was noted that one employee record it was noted that references were not on file. These were added to the file during inspection, and the contravention was resolved. No further action required.

• C4.1 - Are facility records current and complete?Non-critical

  Observation. Upon discussion it was noted that two historical events described constitute reportable incidents. Incident Reports for each event are required to be submitted.
