• C4.1 - Are facility records current and complete?Non-critical

  Observation. Unrelated to the allegations made in the complaint, during review of facility records, it was observed that the daily log of play space inspections was not recorded approximately 12 times in the last 6 months, with half of those being in the current month of May. Submit a written compliance plan to address this issue on or before May 30, 2025.

• C8.2 - Is each child provided a comprehensive and coordinated program of developmentally appropriate activities that encourages physical, intellectual, language, emotional, and social development?Non-critical

  Observation. The complaint alleged that children in one program have not been receiving daily outdoor play periods, even when weather is favourable. Follow up included an unannounced site visit, review of facility documents and interviews with the facility manager and two staff members. As a result of the findings during review of the facility's outdoor play space inspection logs from December 2024 to May 2025 and information gathered during staff interviews, it was determined that this allegation is substantiated. Submit a written compliance plan to address this issue on or before May 30, 2025.

• C7.1 - Is the facility safe, sanitary, free from hazards, in good repair, and appropriate for the age and development of children?Non-critical

  Observation. The change table mat in one of the classrooms had multiple holes in it. Having punctures in this type of equipment can affect its ability to be effectively cleaned and sanitized. Submit a plan to address this issue on or before May 14, 2025.

• C10.1 - Are children provided with a healthy and safe environment, and protected from harmful actions?Non-critical

  Observation. As a result of follow up to this incident, it has been determined that an employee subjected a child to physical restraint that was not authorized in a care plan. This falls under harmful actions not permitted as outlined by the Child Care Licensing Regulation. The facility has taken corrective action through submission of a health and safety plan. During the inspection Licensing officer confirmed that this plan is being followed.

  Observation. 2 electrical outlets uncovered. Corrected during inspection.

  Observation. Educators and assistants have certificates posted and on file, but they have not been verified.

  Observation. 1 employee was missing a resume and 2 references. 1 employee was missing 2 references.

  Observation. 1 child record missing emergency contact information.

• C10.2 - Are children supervised, and are employee to children ratios maintained?Critical

  Observation. During inspection it was substantiated that a child in the Group Child Care (School Age) program attended the Group Child Care (30 Months to School Age) program on a number of short-term occasions.

• C3.1 - Does the facility have sufficient employees who possess adequate training and experience to meet the care, supervision, and needs of the children?Non-critical

  Observation. Upon review of a sampling of employee records, two were noted to be missing the Immunization Status information. This was resolved during the inspection.
