Observation. The facility licence and exemption was not posted at the facility. The licence could not be located during inspection.

In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58.

- POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation. Licensing was unable to review the emergency drill for the year 2024 as it was unavailable. The Manager said that they did practice the drill however, could not locate and produce it.
Corrective action. Ensure that current records are kept for fire and emergency drills.
13050 - CCLR s.56(1)(c) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. Licensing observed that all the food and water supplies in five emergency bags have expired in 2020. Licensing discussed having a system in place to ensure that emergency supplies are maintained.
Corrective action. Please ensure that an emergency plan is in place that allows to recover from any emergency.
13020 - CCLR s.22(1)(b) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation. Upon a random review of three children's records, Licensing observed that the enrollment date was missing on two children's records.
Corrective action. Ensure that children's records are complete.
19080 - CCLR s.57(2)(b) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation. Upon a random review of three children's records, Licensing observed that the a photograph or digital image was missing in two children's records. The Manager said that they may have it but was not able to produce it.
Corrective action. Ensure that children's records are complete.
19160 - CCLR s.57(2)(i) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation. Upon a random review of three children's records, Licensing observed that the medical insurance number was not obtained for two children. Licensing had a discussion of having a system to ensure that all documents are obtained prior to the child(ren) attending the community care facility.
Corrective action. Ensure that children's records are complete.
19070 - CCLR s.57(2)(a) - STAFFING
Despite this section, licensee may employ a person as a volunteer who does not provide care to children or supervise children if the licensee or the manager has first met with the person and obtained all of the following (b) character references in respect of the person.
Observation. Licensing was unable to review the volunteer's character references as they were not on-site nor was there a employee documents checklist indicating that they have been obtained.
Corrective action. Ensure that volunteer records are complete.
12152 - CCLR s.19(5)(b) - STAFFING
Despite this section, licensee may employ a person as a volunteer who does not provide care to children or supervise children if the licensee or the manager has first met with the person and obtained all of the following (c) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation. Licensing was unable to review the volunteer's immunization status as it was not on-site nor was there a employee documents checklist indicating that it has been obtained.
Corrective action. Ensure that volunteer records are complete.
12153 - CCLR s.19(5)(c) - STAFFING
Despite this section, licensee may employ a person as a volunteer who does not provide care to children or supervise children if the licensee or the manager has first met with the person and obtained all of the following (a) a criminal record check for the person.
Observation. Licensing was unable to review the volunteer's criminal record check (CRC), as it was not on-site nor was there a employee documents checklist indicating that it has been obtained and the expiry date. Licensing discussed and reviewed the regulation regarding what documents are required to be obtained for all volunteers.
Corrective action. Ensure that volunteer records are complete.
12151 - CCLR s.19(5)(a) - STAFFING
A licensee must not employ as a manager a person who, at the time that the person is managing the licensee's community care facility, is also managing another community care facility.
Observation. Through discussion with the Manager, Licensing was informed that the Manager manages two location. However, the exemption request had expired and a new one has not been completed, submitted or approved by Licensing. The Manager said that they had received a new exemption request form but not completed it yet. Licensing had a discussion regarding exemptions.
Corrective action. The Manager will complete the exemption request and submit it to Licensing.
