A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

Observation. Child locks in some of the washrooms and classrooms were not functional

A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child. Observation (CORRECTED DURING INSPECTION): A cord at child level was not secured in one of the infant toddler nap rooms and on a climbing structure in the outdoor play area.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.

Observation. Five staff files reviewed and 2 did not contain verified references - this is a repeat contravention

Corrective action. Corrective action plan required

Observation. A child was not offered food in sufficient quality and quantity according to the specified food preferences. Staff did not develop an eating plan that included the preferences of the child and family.

Corrective action. The licensee will provide a corrective action plan to address the contravention.

Observation. A liquid soap container and other items are stored in the children's washroom in an unlocked cupboard.

Corrective action. Provide a response that outlines steps taken to ensure children do not have access to any substances that may be hazardous

A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.

Observation. In one of the under 36 month classrooms, there was evidence that the diaper change mat had not been cleaned and sanitized.

Corrective action. Provide a response that outlines steps taken to ensure staff practice sanitization of the diaper change station.

A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.

Observation. - The certificate of a staff person who had not been employed in the facility for the past two months was still posted in the facility. This is a repeat contravention. - The certificate of one ECE staff was not posted in the facility

Corrective action. - Ensure all certificates of staff who are no longer employed are no longer posted - Ensure all staff certificates are posted in the facility

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.

Observation. Three out of 5 staff files reviewed did not have verified references on file.This is a repeat contravention.

Corrective action. A system in place to ensure that all staff records have verified references on file

A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.

Observation. 1. Two of the children's nap rooms have electrical outlets at the childrens level with video surveillance equipment plugged into them.The equipment is located directly next to the sleeping cot and can be reached by the child who may be sleeping nearby. (this is a repeat contravention) 2. Sanitization wipes were stored on the counter of the washroom and were accessible to children in care (corrected during inspection)

Corrective action. 1. All outlets must be secured so that children do not have access 2. Sanitization wipes must be stored out of reach from children as directed on the product label.

Observation. The walls in three out of six classrooms have chipped paint and areas where the drywall is exposed at the child level. (this is a repeat contravention)

Corrective action. Repair all classroom walls where paint is chipped and drywall is exposed

A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].

Observation. All classrooms had practiced fire drills and records kept but none of the classrooms had a record of Emergency drills.

Corrective action. Ensure that Emergency drill is recorded and practiced once per year

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

Observation. Seven staff files were reviewed and one staff was found to have an expired Criminal Record Check. During the inspection, the licensee initiated the process of obtaining an updated criminal record check for this staff.

Corrective action. Ensure all staff have current Criminal Record Checks in place

Observation. A care plan was in place but it did not address the special training, considerations, and directions regarding a therapeutic diet given to a child while in care.

Corrective action. Corrective action required.

Observation. Walls in five out of six classroom had chipped paint and areas where the drywall was exposed at the child level. Nap rooms also had chipped paint and areas where the drywall was exposed. (This is a repeat contravention).

Corrective action. Ensure the facility is in good repair.

Observation. The following was observed: 1. All of the children's nap rooms have electrical outlets that have video surveillance cameras plugged into them and are accessible to children who may be sleeping in the room. The manager stated that staff supervise children through video surveillance while they are sleeping so this presents a possible hazard. 2. All washrooms were observed to have cleaners stored within reach of children (this is a repeat contravention) and some of the washrooms had diaper cream and sunscreen available at child level. (corrected during inspection)

Corrective action. 1. Ensure the children do not have access to electrical plugs and outlets or provide direct adult supervision in the nap rooms until the outlets can be secured. 2. Ensure cleaners and creams are stored out of reach of children

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

Observation. The change mats located in three of the infant/toddler washrooms are torn with the foam showing though. The change mats are no longer able to be sanitized adequately. (this is a repeat contravention)

Corrective action. Ensure a healthy and safe environment is provided at all times

A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.

Observation. One classroom had a staff certificate posted who is no longer working at this facility. The replacement staff certificate was not posted in the facility although a copy was available to review. One classroom has 3 staff but only 2 certificates were posted.

Corrective action. Ensure all educator or assistant staff certificates are posted in a prominent place in the facility.

A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].

Observation. A review of six classrooms found that one classroom did not have all of the fire drills recorded for the year.

Corrective action. Ensure records are kept current for each classroom.

The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.

Observation. The care plan was not reviewed annually with the parent or any person requested to by the parent

Corrective action. Review the care plan at least once per year with the parent of the child

A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.

Observation. A review of ten files found that three files did not have immunization status identified.

Corrective action. Ensure children's files are complete

Observation. - A minimum of two verified character references were not obtained for one staff member. - A minimum of three character references were not obtained for the manager

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

Observation. During the inspection the following was observed: - the wall in one of the classrooms was chipped and dry wall was exposed. - the change mat in one of the toddler classrooms had a large rip in it and the sponge was exposed, making it difficult to clean. - the electrical plugs in two classrooms were not covered with plug coverings.

Corrective action. Please ensure the facility is in clean and good repair.

A licensee must have first aid kits that are readily accessible to all employees, including while care is provided off the community care facility premises.

Observation. A review of two first aid bags showed that the first aid kits did not have sufficient gloves and Band-aids.

Corrective action. Please ensure the first aid is stocked with supplies and readily accessible to staff.

A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.

Observation. During the inspection of 6 classrooms it was observed that every classrooms kept the cleaning bottle (bleach bottle) on the countertop in the bathroom. The bottle can easily be accessed by children.

Corrective action. Please ensure that children do not have access to any hazardous substances.

A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.

Observation. During the inspection a total of 14 children's files was reviewed and 2 children were missing an emergency contact person.

Corrective action. Please ensure all children's files are complete.

A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.

Observation. During the inspection a total of 14 children's files were reviewed and 2 children did not have a record of immunization status.

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)

Observation. During the inspection 6 staff files were reviewed and 2 staff were missing validation of ECE certificate.

Corrective action. Please ensure you verify all ECE certificates.

Observation. During the inspection 6 staff files were reviewed and 2 staff references were not checked.

Corrective action. Please ensure you verify the references for all staff.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.

Observation. One staff person is missing their immunization information
