A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.

Observation. Some plants located at child level are considered toxic

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

Observation. The flooring in classroom 122 has cracked tile and soft spots indicating deterioration in areas of the floor.

Corrective action. Ensure the facility is in good repair.

A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.

Observation. A review of daily attendance records in both classrooms found that there were instances where the departure time was not indicated on the record for a couple of children in care.

Corrective action. Ensure the departure times are recorded for each child in care

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)

Observation. A review of 3 staff files found that 1 was missing validation of ECE certificate through the early childhood educator registry. This is a repeat contravention

Corrective action. Ensure each staff file contains evidence of a validated educator or assistant certificate

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

Observation. During inspection of the hallway of the facility, it was found that a large piece of the floor had chipped away from wear and tear and now presents a tripping hazard for children. Further down the hallway, in front of the washrooms, there is a portion of the floor that has worn down and the sub floor is now showing.

Corrective action. Ensure the facility is in good repair and there is a maintenance plan in place.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.

Observation. A review of 4 staff files found that one file did not contain the immunization status

Corrective action. Ensure staff files are complete

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.

Observation. Four Staff files were reviewed and one file did not contain a record of the person's work history or resume.

Corrective action. Ensure staff files are complete

Observation. Four staff files were reviewed and it was found that three certificates of staff had not been verified by the ECE registry.

Corrective action. Manager must put a system in place to ensure staff certificates are verified through the ECE registry when they have been renewed every 5 years or when new staff are hired.

Observation. A sample of 3 files were reviewed and one file was missing immunization status

Observation. A review of 3 staff files found that 1 file did not contain verified character references.

A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.

Observation. During review of the physical facility, it was found that the licence was posted in both classrooms but the name of the manager was not posted.

Corrective action. Ensure the manager's name is posted
